How to unlock the Head of State achievement in Fallout 3 - Definitive Guide
You will be asked to find out if the Lincoln Memorial to see if it is still occupied by Super Mutants. Also you will be asked to escort Caleb Smith to obtain a picture of the Lincoln Memorial in the Museum of American History.
After scouting the Lincoln Memorial, the player is required (as an objective) to clear the Memorial of all enemies, specifically the slavers currently occupying the Memorial. If the player enters the Memorial, the slavers will immediately become hostile and shoot the player, regardless of whether the player has the "Head of State" quest. Once the Memorial has been cleared of all slavers, the player can return to the Temple of the Union.
When the player reports back to Hannibal Hamlin that there are no Super Mutants in the Lincoln Memorial, Hannibal will gather up the runaway slaves and head for the Memorial.
In the event that the slavers still occupy the Lincoln Memorial when Hannibal Hamlin and the runaway slaves arrive, they will ask the player to help them kill the slavers. If the player does not tell Hannibal to wait while you check it out, then Hannibal will lead the runaway slaves in an assault on the Lincoln Memorial. Hannibal is usually killed, which will terminate the quest. However, if the player tells Hannibal he/she will "investigate" the Memorial, Hannibal will wait. This method will allow the player to go into the Memorial and kill the slavers occupying the Memorial. Then, when the player reports back to Hannibal, there will be no one to kill Hannibal when he leads the charge and the player can complete the quest
Also instead of going back to the Union after clearing the Super Mutants, simply leave the area (go into a metro or museum) and head back to the memorial and the slavers will be there, now take them out with ease and you will get the update that all slavers are dead, then return and get Hannibal. Like Fown said make sure to enter the maintenance room where Walker is. Most other slavers are in front and a few in the back of the memorial.
I did it this way but there's a possibility that slavers will get killed along the way so you better save earlier.
There are also many Lincoln artifacts that can be collected and sold to Hannibal for caps
One notable item is the Lincoln rifle which is one of the best hunting Rifles in the game definitely something to keep for yourself
when attacking the memorial the front guard will tell you to follow the dirt path, follow it to the door where you talk to the slave boss.... kill him then head back and kill the guard who talked to you earlier when you kill the boss the guards will be all over you, after killing the first guard you are compeletely exposed to four or five slavers head towards the back of the monument they won't follow most of the time be careful of the mines and kill the two slavers in the back, you are now behind the larger group of slavers and there is quite a bit of cover that will allow you to pick off your enemies.
This is one of the first side quests i did thought i would throw my two sense into how to fight this battle....

First, head to the Museum of American History and locate a picture of the Lincoln Memorial building. Then head to the Memorial itself to make sure there are no mutants there. There aren't any mutants but there are a bunch of slavers. Considering Hannibal and his friends are freed slaves, there is clearly going to be a decision here. You can do a few things: either kill all the slavers immediately and report back to Hannibal, tell them where the slaves are and help them, tell them where the slaves are and fight against them, or tell them nothing and report back to Hannibal who will want to mount an attack. I would suggest just killing them on the spot. Once you give Caleb the picture and tell Hannibal the place is clear, they will set out for the Memorial. Fast travel over to the Mall Northwest Metro Station to meet them and finish the quest. You might have to wait for them to show up, so hit Back (360) or the T key (PC) to wait a few hours.

To start this Quest you need to speak to Hannibal Hamlin in the Temple of the Union or Leroy Walker at the Lincoln Memorial, though for the purposes of this guide we are going with Hannibal.
To get to the Temple of the Union you need to head Northwest from Canterbury Commons. When you arrive you will be stopped by Simone Cameron who wants to know why you are there but after persuading her you're not a threat she will let you in and direct you to Hannibal. Hannibal wants to relocate everyone at the Temple of the Union to the Lincoln Memorial but he wants you to make sure the area is clear of Super Mutants. As a sign of trust, Hannibal will give you a key to the front gate after you have finished talking to him.
Hannibal also wants you to talk to Caleb who has been tasked with restoring the Memorial to its former pre-war glory. Caleb wants you to go to the Abraham Lincoln Exhibit in the Museum of History and retrieve a picture of the Memorial as it looked before the war.
The Museum of History is located to left of the Museum of Technology. Whilst you’re there, it's a good opportunity to retrieve all of the Lincoln artefacts to sell later, including the Lincoln Repeater which is one of the best weapons in the game. After retrieving the picture, go to the Lincoln Memorial which is located to the West of your current position. Once you get to the Memorial you will discover that all the Super Mutants have been killed off but is now occupied by Slavers so wipe them out now to avoid Hannibal potentially getting killed and to save time later.
Once you have the picture and cleared the Memorial, Fast Travel back to the Temple of the Union and tell Hannibal that the way is clear for him to relocate to the Lincoln Memorial. You now have the choice to either follow Hannibal and the others to their new home or just Fast Travelling to the Mall Northwest (if you have discovered it already). If you go with the second option then do that they may take a good many in-game days to arrive. Once arrive talk to Hannibal again, if you have already wiped out the Slavers you can tell them to move in immediately but if you didn't clear out the Memorial then do so now.
The trophy will pop either when you start talking to Hannibal or when you get to the Memorial, depending on if you cleared the Slavers out before telling him the area was safe.
Note: Due to a bug, you can't Fast Travel directly from the Temple of the Union so you'll have to move a few feet away from there in any direction before you'll be allowed to.
