How to unlock the Tenpenny Tower achievement in Fallout 3 - Definitive Guide
Activate the quest by talking to Chief Gustavo and go to Roy Phillips, through the Warrington Trainyard.
Watch out for Feral Ghoul Reavers, they have more HP then the glowing ones. Talk to Roy Phillips and tell him, that Gustavo wants him dead. After that, tell him that you will spare him for some caps.
He will get hostile so you can kill him without receiving bad karma.
After that kill Bessie Lynn (after she gets hostile, sometimes she doesn't and you have to start over). On the way back you wil meet a hostile Michael Masters, kill him and get back to Chief Gustavo.
He will give you 500 (or 700 caps) and you get the achievement.
To get it follow these steps
- get the mission from Gustavo to kill Roy (and get the weapon)
- go find Roy (pay attention to feral ghouls and traps on your way down the metro)
- speak with Roy and propose to live in peace with humans at Tenpenny Tower
- go back to Tenpenny and ask him to let the ghouls get in the Tower
- Tenpenny will give you some caps if you convince tenants Edgar Wellington II, Millicent Wellington, Anthony Ling, Lydia Montenegro and Susan Lancaster to have the ghouls as neighbors
- Convince them to leave the Tower (speech check) or kill them all but with karma loss or read below the easiest way.
- Return to Tenpenny (if you plain to kill him for the "Gotta Shoot 'Em in the Head" mission, now is the moment: you've just this small window to do it)
- Now come back to Roy and tell him that ghouls are allowed to move to the tower.
- Get the prize (the mask and 300 XP reward)

Easiest way to convince the 5 people:
Take the Love Letter from Susan Lancaster's desk and show it to Millicent Wellington, who will then proceed to murder both her husband Edgar and his lover Susan. Millicent will then leave the tower, leaving only Anthony and Lydia. These two can be convinced with easy speech checks or stealing from their store safes and speaking to them after doing so.
If you come back a few later you'll find humans and ghouls live toghether in peace, but a few more day after, you can find that all humans are gone. Ghouls, infact, have killed them all: theirs bodies can be found in the storage room. Find Roy and ask him about humans... now you can kill all the ghouls without getting bad karma.
Yeah, about that..
It is possible that the Door to Metro Access & Generator may be locked. Gustavo and Herbert Dashwood both have a key.
Head to Tenpenny Tower to being this quest. Once the ghoul Roy leaves the intercom, use it and either pay caps or use a speech challenge to enter the tower. Once inside, speak with Chief Gustavo. He will ask you to kill Roy (who you just saw outside) who lives in the Warrington Tunnels. You can go ahead and kill Roy in the tunnels, or speak with him and instead agree to help him gain residence in the tower. Note that killing him is the only option to spare the lives of the people in the tower.
If you want to help Roy instead of killing him, you have two options. You can speak with Herbert Dashwood and convince him to give up his copy of the basement key, then use that to unlock the door to let the feral ghouls in to murder everyone. You will lose a ton of karma this way. Instead, you can talk with Tenpenny and ask him that if his residents are alright with the ghouls, would he allow them to live there. He agrees and you will need to speak with Edgar Wellington, Millicent Wellington, Anthony Ling, Lydia Montenegro and Susan Lancaster. You essentially bully them into agreeing, but once they've all been convinced, return to Tenpenny to finish the quest. Both of these options result in all the tower's residents being murdered, as even though the residents agreed to letting the ghouls in (for the second method), Roy kills them all anyway.

Note: Make sure you do this quest before or at the same time as Strictly Business. During Strictly Business you will have to enslave Susan Lancaster. You can do this in private without the rest of the tower turning hostile, but if you are caught the other residents will try to kill you and you might not be able to finish the quest. You might also want to be working on You Gotta Shoot 'em in the Head at the same time, though it doesn't matter much since you can fast travel between locations.

The easiest way to start this Quest is to speak to Chief Gustavo at the Front Desk of Tenpenny Tower and agree to help get rid of Roy Philips and the rest of his Ghoul friends. The Ghouls are hiding in the Warrington Trainyard so make your way there but be warned there are a lot of different types of Ghoul in there and the Reavers in particular are very hard to kill so take a companion with you.
There are 3 possible ways to finish this Quest which are:
- Kill all the Ghouls.
- Help the Ghouls get in and kill all the people in Tenpenny Tower.
- A Peaceful settlement that allows the Ghouls to move into the Tower.
Our preference is for the Peaceful option as it's easier than the other two. To get permission for the ghouls to enter the Tower, you need to speak to Allistair Tenpenny in his Penthouse Suite on the top floor and persuade him that letting the Ghouls in is a good idea. After agreeing to the idea, he'll give you a list of all the people you need to persuade:
On the list (save before talking to them in case you fail the Speech Challenge then you can reload and try again):

Ms. Lancaster
Once you've persuaded all the necessary people, then return to Alistair and tell him the news, after which he will tell you to tell the Ghouls they can move in. The trophy will pop once Roy gives you your reward.
