How to unlock the Tranquility Lane achievement in Fallout 3 - Definitive Guide
Speak to Betty. The first time you talk she will ask you to make Timmy cry. Instead of going to Timmy, find Old Lady Dither sitting outside her house. She will tell you about the Failsafe Terminal in the abandoned house.
Go to the abandoned house. There are 5 items surrounding you as soon as you walk in that all read "Activate" -
Radio
Glass Pitcher
Garden Gnome
Cola Bottle
Cinder Block
Activate (touch) each in the following order:
1.Radio
2.Pitcher
3.Gnome
4.Pitcher
5.Block
6.Gnome
7.Bottle
The Failsafe Terminal then materializes. Go to the terminal, read the history if you like, then activate the Chinese Invasion program. You will gain good karma and Dr. Braun is locked in forever. Talk to him before you go, then leave through the door. Achievement unlocked!
If you're doing this for Evil karma then you will have to do ALL of Betty's tasks, up to the end, which will take much longer.
After using the Tranquility Lounger you will be put into a computer simulation. You will talk with a little girl named Betty who will force you to do bad things around town, ultimately ending in your killing everyone. This course will obviously lead to quite a bit of bad karma.
Instead, you can go into the Abandoned House and interact with the objects in the front room to initiate the Chinese failsafe. Use this order: Radio, Glass Pitcher, Gnome, Glass Pitcher, Cinder Block, Gnome, Bottle. This will lead to good karma.
Once you have done either method, talk with Betty again for an exit door to appear. Use the door and speak with your father outside the simuation.
See Tranquility Lane for more specific info.

Story Related, Unmissable
Note: Whilst inside the simulation, you will have no access to any of your gear or your Pip-Boy.
There are 2 ways to finish this Quest:
- Talk to Betty and follow her instructions to cause chaos (a lot of Bad Karma earned)
- Use the Fail Safe option.
Unless you're going for the Bad Karma trophies, we recommend going for the Fail Safe option because it's not only faster to do but easier as well. To activate the Fail Safe, you need to find it so talk to Old Lady Dithers who'll tell you that she knows about what's going and will point you in the direction of the Abandoned House.
Once you enter the Abandoned House you'll find a seemingly random collection of objects, each one of which emits a sound when activated. Get the sequence right and the Fail Safe terminal will appear, the correct sequence is: Radio, Pitcher, Gnome, Pitcher, Cinder Block, Gnome, Bottle. Once the terminal appears, access it and choose the "Chinese Invasion" option then leave the house. Now talk to Betty, who will tell you who she really is, complain about the situation and inform you that the dog that has been wandering around is really your father. After finishing your conversion, head towards the exit in the Playground and leave the simulation. On exiting the Lounger, your father will start talking to you and explain how he came to be in this mess, eventually he will say he's returning to Rivet City to talk to Dr. Li about restarting Project Purity.
The trophy will pop during the conversation with your Father.
If you talk to Old Lady Deathers, she will say that she knows that Tranquility Lane is a simulation, and Betty is Stanislaus Bron, and that he uses the "Emergency Terminal". She mentions that the player needs to go to the Abandoned House.
In an abandoned house, the player will discover a set of objects that make unusual sounds when activated. If the player enters the correct sequence, the Emergency Terminal will open. In the terminal, select "Chinese Invasion", Chinese soldiers will appear and kill all the inhabitants of Tranquility Lane, with the exception of James, Stanislaus Bron and the player. According to the intrusion program note, this program disables the protection in most capsules, meaning that death in the simulation will kill a person in reality.
If you can't remember the sequence to activate the terminal, keep in mind that each object has its own sound, and Betty whistles the correct tone sequence when playing in the center of the alley. Radio-Jug-Gnome-Jug-Cinder Block-Gnome-Bottle .
During his conversation with Bron, he will lament that he is now alone and locked in the simulation forever, which is partly confirmed by his own notes on the "Chinese Invasion" plan in the emergency terminal: the system for his own safety would not allow him to be killed, even if an intrusion program is launched. He will then point out that Doc the dog is actually James, and will wait for you to leave the simulation.
Use the entrance door on the playground to end the simulation.
