He likes to run away when you sit up there after you've hit him a few times. Irritating.

I killed the deathclaw and all the raiders, yet the game is bugged and won't move forward...

I killed the Deathclaw, agreed to go to sanctuary with him but I didn't get the achievement. Do you have to talk to him there, also I fast traveled back to sanctuary, do you have to walk there with him also?

I chose to walk with him. Achievement unlocked when we reached the bridge. Was getting worried for a moment. For those who didn't have it unlock, did the "mission complete" notification came on? The achievement unlocked during the notification for me.

i was able to get it to unlock now. I think what happened was when I fast traveled back to sanctuary I didn't get any update or marker for him, might be a random thing. I reloaded a save, walked back with him and was able to talk to him

Yes this is missable. I did not walk with him back, but traveled. Another guy in Sanctuary that gave me tasks to get that settlement up and running. Not Preston. It is "Sturges or Jun Long", that did said to do the water, defense, food stuff. And if you do not go back to Sanctuary and talk to both Preston and then Sturges or Long, you can miss it (as you also have Brotherhood, etc).

As there are many ways to get to the endgame, not just the 60 minutemen.

This quest nearly made me give up the whole game in less than an hour. The problem is that the quest giver, Codsworth, and an important quest NPC, Preston Garvey, won’t give you required dialog.

There are a lot of Reddit threads about this, one helped with Codsworth, but none seem to give clear answers on Preston. Here’s what worked on my Series S with no DLC or mods, starting from Vault 111 (if you’ve already entered Sanctuary, load an earlier save before you left the vault, or start the game over):

Codsworth - try to talk to him once outside your house. Loot the magazine (on table in kitchen) and SPECIAL book (under dresser in Shaun’s room).

Note all the houses in Sanctuary are in a big loop. Go to the next house CLOCKWISE. Trust me, I went counter-clockwise the first time and it didn’t work. Kill any bloatflies or radroaches, loot a few items (even seemingly useless ones, you can use them to craft), then move on to the next house clockwise in the loop. If the house is completely destroyed you can skip it. One house has a cellar in the back, I didn’t go in there yet.

If the house has a safe or locked suitcase, pick it and take all items. One house has a terminal, hack it and read all entries. One of the houses has a toolbox outside that may have more bobby pins.

Once you get back to Codsworth, he should talk to you now. He’ll send you to Concord. On the way, go to the rocket icon on the map and get the dog.

Preston Garvey - keep going to Concord, kill the raiders. Preston will tell you to pick up a dropped gun, do so. Enter the Museum of Freedom and complete the quest as normal. When done, go back outside and fast travel to Sanctuary. When Preston and crew arrive across the bridge, don’t talk to him yet. Open the workbench and build everything you need to turn the requirements at the top of the HUD green: power, water, beds, defense (build a turret). There are melon and gourd plants behind the house with the workbench, but even if you harvest and re-plant them you won’t have enough food. That’s ok for now.

Preston should be parked near the workbench by now. Talk to him until he says he’s glad you’re there and then draws a total blank. Press the left stick backwards to walk away. Then, open the map and set a marker east of you, just west of a squiggly line on the map. This is Tenpines Bluff, a small settlement.

Walk there and there will be several tato plants you can harvest. There are settlers present but they don’t mind you stealing for some reason. Buy armor from Lucas the caravan guy if you wish then fast travel back to Sanctuary.

Plant tatos somewhere until your food counter in the HUD turns green. Now go back to Preston. He’ll ask if you’re ready to help and then FINALLY continue his dialogue, completing the When Freedom Calls quest .

Hope this helps someone, I wasted hours on this.

Quest Giver: Preston
Location: Concord - Museum of Freedom

If you are struggling against the Deathclaw your best bet is to enter a building and shoot at it from there. Deathclaws cannot enter through doorways so you can essentially bait the creature toward the door and shred it from inside safety. After killing the Raiders in Corvega Assembly Plant for the settlers of Tenpines Bluff, report back to Preston. When speaking with him, he'll insist that you should lead the Minutemen due to your success with the mission. Accept the offer and the achievement will unlock, as well as the ability to have Preston as a companion.

Story related and cannot be missed

This quest is given to you by Preston Garvey in the Museum of Freedom. You will go to the roof and get in the Power Armour then kill all Raiders around town, as well as the Deathclaw that shows up. Once this is done, the quest is complete and the trophy will pop.

Story trophy. You can't miss it.

After we leave shelter 111 we will need to get to the Museum of Freedom.
You can walk around our previously hometown of Sanctuary and meet our robot assistant Codsworth there, who will send us to Concord, or go down the road and meet us at the Red Rocket Truck Stop location the dog Dogmeat, who will take us to the same Concord. Or just follow the sound of gunfire and end up in the same place. The city will be further down the road, where we will meet Preston Garvey, who will ask us for help.

Next, we go into the museum, clear it of raiders and don’t forget to grab the Fusion Core on the way to the basement. After clearing the building, we talk with the surviving Minutemen and we will be sent to the roof of the museum, where we will receive our first Power Armor.

Next, we clear the city of raiders and one Deathclaw, after which we talk to Preston again and get the trophy.

Also, after Preston will offer us to join the Minutemen, which will also give us a trophy The First Step

There is also a bobblehead in the museum +1 to Perception
