Fallout 76

Few things to note:
-Bobbleheads spawn in static locations, but are randomly spawned. Meaning what you find will be different for other SERVERS, but there are in the same locations.
-They are consumable and last 1 in game hour
-There are 20 confirmed unique bobbleheads

Bobble heads have been revamped on how they work in Fallout 76. They are now consumables.

Now that they are consumables they are more abundantly found. Just keep an eye out for them when you discover new locations, many can be found in buildings. I found 3 in one building I went into. Look in all nooks and crannies. It appears they spawn randomly like other loot but only in certain locations.

I found my first bobble head which was the Melee one, towards the north part of the map. To the east of the water park in Toxic Valley you have a lodge called Black Bear Lodge . It was located on a desk in the basement of this lodge.

EDIT 1: It may seem that bobble head locations vary. Someone just informed me they found their melee bobble head in the Wavy water park, at the top of the water slide in the crocodiles mouth, on a table.

EDIT 2: The bobble heads in Fallout 76 are consumable and last a period of time. For example the Melee offers 20% melee damage increase for 1 hour.

Just wanted to add that bobble heads found in the Nuclear Winter mode (Battle Royale Mode) count towards this achievement, they will still spawn in multiple locations but will spawn much more frequently than adventure mode in concentrated areas. Make sure to spawn at one of the named locations and you should be able to find one.
