Enter your Pip-Boy and go to Data > Main > Miscellaneous - Read the nightclub advertisement
You'll be led to the Whitespring Refuge towards the Main entrance you'll see an advertising poster of The Rose Room - Atomic Fun Cocktails Music. Read it to start: Opportunity Knocking Quest where you'll then need to head north to The Rose Room. It is south of The Crater, a little Northwest of Fort Atlas, & Directly east of Vault 76.
TL:DR You'll meet the Russo family and go through the Atlantic City Districts dealing with the search for a cure to the daughter's withdrawals. You won't be doing any expeditions but instead entering the districts which is an open explorable area of the expeditions.
Not required but I recommend you do all three of the Atlantic City Expeditions to learn the layout and pass a speech check or two if you need it.
