I did 49 with 1 character and then switched to a new one. No achievement after 4 locks. Switched back to the original character and it unlocked after one lock.

Locking picking in Fallout 76 is exactly the same as previous Fallout games. The only difference is the perk card system that gives you access to picking higher level locks.
There are level 0, 1, 2 and 3 locks. Level 0 locks can be picked by anyone. If you want to pick level 1 locks you'll need the Picklock perk card that is available at player level 5. Level 2 locks require the Expert Picklock perk card available at player level 19 and the level 3 locks require the Master Picklock perk card available at player level 40.
You can go to challenges and under the "world" tab choose to track the challenges that are associated with lock picking to keep track of how many you've done.
Unique to Fallout 76 is that locked doors won't remain unlocked. You can farm these by going to the same lock every day or jumping worlds.
Because the game is online, you can find a door/container that is easy to pick and do it successfully, then log out and back in to get a new instance where the lock will be available once again. Repeat over and over to finish the achievement. You could also go this location (credit to Gamertag "o IExcision" for posting this) where you will find over a dozen safes to pick. Do as many as you can and then jump to a new instance to find them all locked again. This will save plenty of loading time.
Lockpicking in Fallout 76 requires a bobby pin just like in the normal games, and can be made easier with perk cards found in the Perception tree. Locks in the game will have a skill requirement of 0-3, zero being available if you have no perk cards, and 1-3 available depending on how many of the three available Picklock perk cards you have equipped.

With the right stick we slowly try to turn the screwdriver, if it encounters an obstacle, then with the left stick we begin to move the pin left or right, very slowly, there are many invisible divisions, imagine that this is a watch dial and the pin can be moved every minute in one direction or the other. We moved it to the left of the center for 5 minutes, looked with the right stick to see if the screwdriver went, if it did, but not all the way, we also carefully move the left stick in the same direction, and so on until the screwdriver freely reaches the left side of the dial.
