How to unlock the Good Grief! achievement in Fallout 76 - Definitive Guide
Join a friend or partner’s game, bring tons of ammo and pick a secluded part of the map. Each take turns killing each other, when you die opt for seek revenge you will instantly respawn nearby and your parter will be hostile. Take turns killing each other as to not build up a bounty and once you reach 20 kills it will pop.

Good news for fans of Nuclear Winter! It appears any achievements that can be acquired in Adventure Mode such as getting kills, hacking terminals, etc., can all be attained in this mode!
In Nuclear Winter (battle royale) you only have to down your opponent for it to count as a kill as my achievement popped as I downed someone! I would recommend fully automatic weapons as people tend to not stand still in this mode and spraying usually helps. Also having a team or other squadmates can benefit you as they can call out enemy positions. If you are desperate for kills, tend to spawn in heavily popular areas as named cities and locations as most of the lobby at that time does not have much armor or powerful weapons.

Things have changed a bit in the game since the original solutions were written, as Nuclear Winter mode is no longer available and PVP in general has changed a bit, so here's a really quick and easy way that I had knocked this one out.
First off, make your C.A.M.P. somewhere out of the way so that other players won't run into you or screw things up.
Second step, I built a lil cabin, but you just need a wall and a door. When in build mode, go to modify and when you highlight the door, press LT and it'll let you create a Level 0 lock if you have the required materials. From there, have your friend / boosting partner fast travel to your CAMP and unlock the door (it should be highlighted in red, if not then have them leave their team and go solo). Once they finish picking the lock they should be WANTED, allowing you to freely pop them for a kill. Repeat 20 times.
I did this using a dummy account, and you can trade resources or bobby pins if needed to keep crafting locks.

After hitting Level 5, you can turn off the Pacifist mode and then the game becomes a PVP free-for-all. However, it's better to be nice, so just get this achievement the same way you did for the "Bounty Hunter" achievement, or play the Nuclear Winter battle royale mode - kills in there count as well.
This achievement is hard to get without looking like a jerk, as people are overly cautious in modern fallout 76 to get a wanted level the really greasy thing to do if you are desperate is to essentially bait someone into shooting you first then follow it with a barrage of bullets killing them quickly. Places todo this in a sneaky fashion would be at the end of events as sometimes there will still be an enemy or two left and someone shooting at it, step in front of their bullets and lay down the law.

If you need to get this achievement and dont want to feel guilty about taking out innocent vault dwellers there are plenty of people on here to LFG with and get this achievement fast. The easiest way is to do it with a friend, in order not to get too much into the minus (caps), you and your friend should kill each other one by one until the trophy drops
