How to unlock the Wish Upon A Star achievement in Fallout 76 - Definitive Guide

In order to get this achievement, you need to complete the entire Ally quest line for Sofia Daguerre.

Sofia (otherwise known as Commander Daguerre) is an Ally NPC introduced with the Wastelanders update added to Fallout 76 in April 2020. The initial quest "Crash Landing" should trigger automatically upon entering The Mire or Savage Divide. Sofia can be found at the "Abandoned Bunker" location in The Mire in the northeast corner of the map. Other locations in close proximity to the Abandoned Bunker are East Ridge Lookout, Vault 94, Red Rocket Mega Stop, and Abbie's Bunker.

Once you finish the initial "Crash Landing" quest, you'll get the option to construct Sofia's Ally Furniture at your CAMP, her USSA console. Construct that at your CAMP and she'll show up, and you can start on her Ally questline.

The framing quest "The Woman Who Fell to Earth" will remain in your Journal for the entirety of her questline. There's no quest marker for this one, so no need to mark it as active to track your progress. Instead, these are the individual quests you'll need to complete:

One Small Step
In Case of Emergency
Bring Home the Beacon
The Universe Conspires
Hope Remains
Search and Destroy
Heavy Eyes
Patently False
Privacy Violation
Contractually Obfuscated
Boot Camp
Past Expiration
No Brainer
Calling Long Distance
Who Sat Down Beside Her
Lab Rat
Mission Out-of-Control

For each of these quests, basically what you'll have to do is travel to a location, pick up an item(s) or destroy a target, and return to Sofia at your CAMP for a short conversation and quest rewards. Occasionally another NPC will show up at your CAMP to have a conversation with Sofia, and you'll have to sit through that conversation before being able to initiate the quest-completing dialog. Just be patient and the rewards for the questline are worth it.

All told, the questline should take 3-4 hours to complete uninterrupted. I finished it over the course of 3 days while doing other stuff.

Questline is currently glitched for me. Unable to progress, as I return to her to turn in one of the quest objectives, the speech never starts. Backing out and trying again shows that she is "busy" and won't talk to you. It's been glitched for me for about a month or 2 now.

@Mike731 I had the same issue that my ally was busy each time, until I noticed that my turrets kept shooting on a friendly target scaring it away.

For me it was with Beckett. I relocated his furniture to a side of my camp where the turrets couldn't shoot and a conversation started between him and Sage. After that I could continue the questline.

You might try to relocate your allies furniture or temporarily remove your turrets to see if you can unglitch your questline

I'm having so much trouble doing The Universe Conspires. It won't let me turn in the quest

This achievement is tied a very lengthy set of fetch quests that begins with a radio transmission in the Mire area of the map. It begins with the quest Crash Landing, and has a total of 15 subquests to complete. I won't link those here, but if you follow the chain from One Small Step to the end, you will finally complete her story and unlock this achievement.

Note: You can only have one ally active in your CAMP at one time, so I'd suggest fully completing one of the quest chains and then do the other to make the decision of who you like more. You can swap between the two whenever you like, so doing a few of the fetch quests on one and switching to the other won't ruin any progress toward either achievement.

You meet Sofia in the side quest Ally: Crash Landing. If it's not already in your quest list from your other travels, search around the North end of The Mire until you receive a notice about it. After building her control console at your camp she gives you the quest Ally: The Woman Who Fell to Earth, which has a progress bar for her 15 other tasks. Finishing that, she gives Ally: Mission Out-of-Control, which gives the trophy when completed. After getting the trophy, Sofia will continue to give you random quests so be sure to change to Beckett if you need to do his quests.
