How to unlock the Volare! achievement in Fallout: New Vegas - Definitive Guide
The first thing you could do is help Raquel clear out all of the giant Ants and restart the 2 array generators then the main power beaker. You could go see the kid in the museum which could gain you a lot of respect if the right things are said and you can find the Snow-globe on a shelf I think. Lastly you can speak to Loyal who will ask you to repair the arrays which requires 65 repair skill or get the parts.
The quest Volare will then update, you will need to speak to Pearl again. She will ask you to help Loyal complete his life long dream, when you talk to him he will ask you that he wants you to raise a B-29(a big bomber plane) from the bottom of Lake Mead. Speak too Jack he has been building a rebreather that will help you breath under water for as long as you want unfortunately you need a certain part. Come back to Jack once you have a a pressure cooker. This isn't something you have to do but it is recommended. So go to Lake Mead hopefully with the rebreather and swim down to the B-29 and place a Ballast under each wing (Loyal will have given you these along with a detonator). Swim out where the arrow points with the detonator in hand it should start beeping fast this is where you will use the detonator. Return to loyal and he will tell you that he will send robots to the plane to take it apart and bring it to Nellis, after the conversation speak to Pearl again, tell her it is done and the quest is complete.
To start the quest, head on over to the Nellis Air Force Base (north-west corner of map) and after not-dying to the mortars, you'll end up talking to Mother Pearl and she'll get you started on this quest. You are required to please the Boomers by helping out around the base.
You can:
1) Help the doctor (65 medicine for all patients, 40 for others)
2) Listen to the kid in the museum
- There are no stat requirements to listen to him, however you can get tons of "liked-ness" from the Boomers through various speech challenges that can require a whole mess of random stats. Some that I saw were:
-Survival (30-40?)
-Explosives (30-40?)
-Speech(20-50?)
- I'm not 100% certain but I think there about half a dozen or more ways you can get fame through speech from this person. (thats A LOT!)
3) Give Jack some Scrap Metal (10 is plenty)
4) Find Jack's love (side-quest)
5) Repair solar panels for Loyal (65 repair, or annoying search for parts)
6) Kill a bunch of ants for Raquel
For me personally, I was able to become "Idolized" simply through dialogue with the kid, helping out the Doctor, and giving Jack some scrap metal.
After the Boomers like you enough, go back to Pearl and she'll tell you to go help Loyal out with something. Go to Loyal and he'll give you the stuff needed to float up a B-29 Bomber from the bottom of Lake Mead. Head on over to Lake Mead (at the crashed B-29, obviously) and swim down underneath each wing. If you don't have the rebreather, you'll definitely need to go up for air after each wing. After both ballasts' are in place, go to where you're supposed to go on the shore and detonate the ballasts with Loyal's Detonator. Now watch as the plane rises from the depths at speeds that'd surely snap off the wing in a normal situation.
Physics fails aside, after the B-29 is on the surface, go talk to Loyal and then to Pearl and the quest will be complete.

The Boomers are located in the far North-East corner of the map in a place called Nellis. To travel to Nellis, you'll have to evade the barrage of missiles from the Boomers. When you've reached the gates of Nellis, you'll engage in conversation with a Boomer, she will then take you to Pearl, the Boomers' leader. When you've become idolized with the Boomers, you can continue on with the Volare! mission. Complete it, and the achievement will unlock. Check here for a detailed walkthrough.
Journal Entries:
- Help the Boomers around Nellis.
- Return to Pearl.
- Speak to Loyal about the Boomer's plan to raise the bomber from the bottom of Lake Mead.
- Attach the ballast from Loyal to the B-29 at the bottom of Lake Mead.
- (Optional) Talk to Jack about getting a rebreather to swim to the bottom of Lake Mead.
- Return to the shore near the tow winch and use Loyal's detonator to float the B-29 to the surface.
- Return to Loyal to let him know the B-29 is up from the bottom of the lake.
- Let Pearl know the bomber is raised from the lake.
This mission is a side quest received at Nellis AFB from Mother Pearl.
The hardest part of this mission is getting to the fence without being obliterated by the Boomer's artillery. Leave your companions behind and stick to the houses for cover. Move house to house, then make a beeline for the fence as soon as possible. Once you get that close, they won't shell for fear of hitting one of their own. Then move right along the fence to the gate and talk your way in. When you see Mother Pearl, she will ask you to prove your character to the Boomers, the easiest way to do this being several side quests that become available to you at this point:

There are also several skill challenges and random tasks around the base that will win you some Boomer fame

There are three patients at the Medical station you can heal (Medicine 40,50,60)

Talk to Pete at the Boomer museum for several skill challenges that will get you fame.

If you have a Charisma of 7+ every child that you encounter will have a special interaction. One has a teddy bear quest you can do as well.

Eventually, Mother Pearl will tell you to speak to Loyal about their plan to raise the crashed B-29 from Lake Mead. Complete this last leg of the quest and the trophy will be yours.
Pass the quest to destroy the ants and restart the generator (https://fallout.wikia.com/wiki/Ant_Misbehavin'). Taken from Raquel. We carry it out, and the opportunity opens up to raise karma for the shells. We stuff it with shells - we bring the karma to Liked (you can also Idolized) and go to give up.
But with this method you can miss out on a lot of exp and a few more sidequests.
