How to unlock the The Boss achievement in Fallout: New Vegas - Definitive Guide
In the beginning of the game, make sure you have at least a speech of 25. Get to the point where you meet the powder ganger, Joe Cobb, who wants you to kill a guy called Ringo. Tell him you'll do it. Go to the house where he is located (It will be shown on your compass if the quest is selected), and kill him, ONLY after getting the caravan set from him. (You can only do this through conversation) Once done, tell the powder gangers you'll help them take over town and go looking for supplies. Once you tell him this, kill the powder gangers. Now go into the supply shop and tell Chet, the owner, over and over that he should donate to the powder gangers. You will be able to use this speech process over and over. he will continue giving you leather armor and 9mm ammunition, (which i find very useful at least to sell to someone like the gun runners for 8000 caps later on.) as well as a lot of experience over and over. It'll take about 30 minutes if you keep at it to get to level 30.
Make sure your first two perks are swift learner. It will make the process must faster.
Also, if you don't care about the 28 perks and cheating, it won't matter what you pick, because once you leave town, you have the choice to completely rebuild your character, so those swift learner perks you chose at first, can be replaced with something useful.
Early on, take the perk (as many times as you can) that gives you +10% experience. From there, do all the other achievements you can that don't conflict with each other, and that should put you VERY close to level 30. Finishing one of the storyline quests should then put you over the edge. I'm currently at ~28.5 after finishing all but 2 of the non-storyline quests.
Also the Well Rested status effect (granted by sleeping in any bed you own, and lasts for 12 hours) will give you a further +10% XP.
Challenges can also provide some useful boosts (look them up in your Pip-Boy, through Data -> Misc -> Challenges).

Go to camp golf (near lake las vegas) and speak Sergeant McCredie in his communications tent, and start the "Flags of our foul ups" side mission by offering to help whip his team into shape. After mission has started* EDIT* talk to Ohanrahan(tall guy, red hair),ask about squadmates and agree niceness is the best way to help, then go speak with Razz, short guy says "holmes" and has a mohawk. Ask him about his team and then you get a speech challenge,40+, win the challenge and keep doing speech challenge over and over. you get xp every time you win. keep tapping A so you are constantly challengening and getting XP. If you stop getting xp, tell razz goodbye, apply stat points and perks for all the levels you went up. Go to Razz and start the speeech challenge again. Keep goin til you hit lvl 30.
If an update patches this, you will have to go to your memory in system settings from your xbox dashboard and clear cache and do this method off line. once you hit lvl 30 you can play online and download updates. I started this at lvl 9 so as long as your speech is high enough and NCR does not hate you, you can get this pretty early in the game.

First clear your cache and play offline because It has been patched.
Go to HELIOS 1 (you will need a 30 speech to get in, or an NCR uniform), start That Lucky Old Sun quest by talking to Ignacio down there. When you're diverting power, choose the 5th option.
Finish the quest by talking to Ignacio tell him you done, You get 450 ish xp, 3 stimpacks and 2 doctors bags and you'll be able to repeatedly tell him your done until you get to level 30.
The Thorn is also a EXCELLENT place to start working on weapon achievements or letting the animals kick the shit out of you to work on stimpaks and food achievements (drowning yourself is a tad bit easier tho).
Quest: How Little We Know
(My game is updated with the latest patch)
In Bitter Springs, the area with a lot of tents and "refugees".
There's a 2 "tin" wall section (there's a remains of a third wall)
Inside is a straw matress with a sleeping female refugee, and an empty normal matress. on the local map the room is surrounded by two "huts" and one other similar shaped metal fenced area.
This sleeping refugee can be "mister sandman murdered" unlimited times, save regular because I sometimes get thrown into the wasteland near centaur and I'm unable to get back. It took me 8 minutes to get from level 24 to level 25.
edit: I just noticed, there's a salesman weekly on her matress, to help identify the refugee.
She never seems to wake up without being hit or talked to.
The salesman weekly is by her knee.
She has empty inventory when pickpocketed.
There is NO bad karma, or good karma gained or lost in this method.
You do not need to be [HIDDEN], this will not cause hostile enemies.
Lv10 is reached when your character earns 7,200 XP, Lv20 at 29,450 XP and Lv30 at 66,700 XP. These trophies will come naturally over the course of the game but if you’re in a hurry, you could always invest a couple ranks into the Swift Learner perk which will improve the XP you earn by 10% per rank to a maximum of 30% extra XP. Follow this video exactly as shown and make sure you start the game with 25 speech, otherwise it will not work. NOTE: If you go to Chet in the store instead of the doctor (at the same point in time) you will receive the same experience, plus unlimited Ammo that can be sold for infinite caps.
If you start a fresh file and do this tactic and get to max rank without leaving Goodsprings, getting Swift Learner will help you get to max rank quicker. When you finally leave Goodsprings, the game will ask you one last time to change anything of your character (stats, phyiscal features etc.) you can change and get rid of Swift Learner and make any character you want. Just save when you reach max rank.
Getting to level 30 is more a test of patience than anything difficult. Unlike Fallout 3, FO:NV does not fully scale monsters in the wastes to your level. So for example, the area around Goodsprings will always have Geckos and not much else. This means that you are going to either want to farm an easy yet relatively high experience enemy (such as Fiends) or do many quests. I suggest doing quests, as once you have explored the majority of the map many can be completed in 15 minutes or less and yield a hefty experience reward. Do not forget the Here and Now Perk, which automatically levels you if you take it; save it for later levels when it takes more experience to level.
There are multiple places within the game where you can power level-up. Some of these glitches may have been patched, but can still be done your system's cache is cleared. Play offline, and it should work perfectly. Check out That Lucky Old Sun for the superior method.
In the Still in the Dark quest for the Brotherhood of Steel, McNamara will ask you to repair the air filtration system, for which you will need to find 3 spare parts in different shelters. In shelter 11 on the lower level, in addition to the necessary part, you can find the password for the warden’s computer. To do this, you need to swim through the flooded corridor - the password is on the podium in the conference room or on the computer on the floor above. Returning to the warden’s room, we open the entrance to the sacrifice room through his computer, where we watch a short video and take out turrets and robots (it is advisable to have electric grenades). Behind them is a terminal with 2 entries that fully explain what happened in Volta. Clicking on the bottom entry downloads it to the pipboy and gives 650 experience, and you can click as many times as you like - the experience will continue to accrue. IMPORTANT: if you exit the terminal, you will no longer be able to repeat the experience boost.
To do this you need any companion and find the corpse of the praying mantis.
We select the praying mantis paws from the corpse, open the companion’s inventory and drag the paws to the companion and back to yourself, each time you drag you will be credited with 20 XP for one paw.
This bug has not been fixed and works in the Ultimate Edition (tested personally).
Briefly speaking! We go to Vault 11, there, walking around the shelter, we need to find the key to the caretaker’s office. Next, we go to the office and open the tunnel through the terminal, and go, go, go... we find ourselves in a room with a chair and a projector. A mysterious voice says that you need to sit down and then the presentation will begin. I recommend getting up from your chair and walking away and waiting for about 3 minutes. Then, towards the end, you need to turn on Stealth Battle, and when the walls open, robots come out, and you need to go into the room that is to your right. There is a terminal there, activate the terminal and constantly click on the very bottom line... click, click, click until it stops giving out XP. Then, we quickly run to the office and look for a passage to another location, and after appearing, levels will be immediately given, up to 30...
