How to unlock the Veni, Vidi, Vici achievement in Fallout: New Vegas - Definitive Guide

This mission is the final mission in the "Legion" chapter. When you talk to Caesar to complete "Render Unto Caesar" you will be prompted to go to the Hoover Dam. When you accept, you will be sent to Legate's Camp to start the mission. After talking to Legate Lenius, Move across the dam , fighting your way through to NCR opposition. Personally, I used the Sniper Rifle because the baddies around tended to drop them, and ammo for it as well. With about 20 Stim-Packs I made it through this entire mission no problem.
My method of doing this mission was going straight to General Oliver. To do this, when you cross the dam, go to the visitor's center, and follow the doors to "Hoover Dam 01", 02, 03, 04, and finally General Oliver's room.

Immediately* after you enter the room, you will begin a conversation with the General. Due to some unlucky chem addictions, I was unable to test if the "Speech - 100" option would have completed the mission there, but I assume that you ARE able to talk your way out of fighting him. I had 100 speech going into the Dam, but due to taking lots of chems, my speech was dropped to 98 and I had to chase him down to kill him.
*Note. There will be NO time for pip-boy-ing between the time you open the door and the time General Oliver begins talking to you. If you want to out-speech him and want to use a magazine to help, read it BEFORE you go through the door.

When he begins to run, you will need to head left up some stairs, and then into one of the side-rooms near the blue barrier. It has a generator in it which you can shoot to deactivate the barrier. Follow the barrier up the stairs and kill every NCR guy around. I found it easy to go straight upstairs, bringing with me most of the troops I was supposed to kill, then applying a frag grenade or two to the bunch and doing massive damage to everybody. Killing them, as well as General Oliver will complete the final bit of this quest, and when you backtrack through the Hoover Dam, you'll be intercepted by Legate Lenius who will congratulate you and thank you for whatever you've done, and the quest should complete, and achievement should unlock.

After all this, the "end-game" will occur, detailing most of the things you've done to impact different factions in the game, and is really quite neat.

After you go through the last door (General Oliver's hideout) you do NOT have a chance to read a magazine to boost your speech. I had a speech of 80 throughout, taking a magazine to boost if necessary. You need to read it before going through the last door. Just so you know.

Ah yes, I had a little bit of troubles with this as well. I reloaded my "walk-through-door" save a couple of times in hopes that I could get my pipboy open before he talks, but with no luck. It just so happened I had an anti-addiction chem handy which woulda saved me so much time :(.

Though i'll add this little bit into the solution.

if you talk him into retreating and follow him you will still get shot up!!

Just an FYI, I flew through this and had really crap armor so I decided to pick up a NCR Brotherhood type armor after taking him out. I was worried that the Legion would come after me but to my surprise the NCR and Legion won't attack you. This helps since it defers a lot of bullets. Of course when you meet the General they aren't friendly anymore. Be sure to get lots of stimpacks too.

I am currently playing this on hardcore mode and when i reach oliver's office i fail the speech (since its 60) and i have all of my limbs crippled with no doctors bags to heal them.

This achievement is unlocked after you complete the game by allying with Caesar's Legion at the Battle of Hoover Dam. Check here for a detailed walkthrough.

Main quest ending supporting Caesar's Legion. One of four mutually exclusive ending trophies.

The ending missions are very straightforward. Fight your way across the dam, then enter the Visitor's Center. Follow the waypoints to General Oliver's compound. Pass a Speech 100 challenge to convince Oliver to retreat, otherwise kill him. Return to Lanius to complete the mission.

For me, the last quest is the hardest. Firstly, health is sorely lacking; secondly, the mission itself is longer than the other 3; thirdly, there is simply an unreal number of enemies here, half of them are in heavy armor. In general, the only weapon I had was a glove, which I took off the dead “Caesar” after the operation. And in the inventory, for the entire mission, there are 2 steampacks.

So, hide, finish off, or better yet, just run headlong forward to the last location, and there, carefully kill one at a time.

Indeed, the finale of this quest and the game is quite difficult, and if you hide (as advised above) this will not help much, the key to success is a DECENT supply of steam packs and powerful weapons purchased in advance from various merchants, and here’s how to purchase them:

We go to the point on the Gun Runners' Arsenal map, there is a robot seller and we must buy there:
- GRA chainsaw and three upgrades for it: HD chain, carbide teeth for it, and a special handle.
I’ll say right away that not all upgrades are sold at the same time; sometimes you need to “sleep and wait” for 72 hours for the store to be updated.

With this saw we solve ALL enemies during the quest, including mega-arrogant and armored ones
