Where do babies come from? Storks, of course!

In order to, erm, grow the population from the, um, inside out, you need to place a male and a female into living quarters. Charisma has a massive effect on this, particularly the time it takes for the two to decide to get together. First they talk, then they dance, then they run into the back of the room... he runs out happy, she limps out, holding her back and wearing a yellow shirt. She is now pregnant.

You'll need to upgrade your living quarters, now.

A key to making this faster is to have both male and female max out their charisma. Have each wear clothing that increases charisma, and it'll go faster.

Pregnant women still use any gear you give them, so any clothing perks they have will still apply. This is important in maximizing efficiency. However, you'll want to consider taking good weapons away from them while they're pregnant. Pregnant women run away from fights.

After several hours, you'll be told that a baby is coming. Click on the little green baby head icon, and the baby will then join the population, and she will revert to whatever gear she is wearing. If you are working to grow the population quickly, you can again place her in quarters with a man, and the circle of life repeats.

Of note: babies will not be born when your vault is full (they stay pregnant), so either dwellers will need to die or be exiled first.

I just have one guy with maxed charisma who impregnates my whole vault. I started with 6 women. The run I'm on now had 9. I would get the achievement today as I'm currently at 23. My point to this comment is all you need is 1 male with high charisma and incest isn't an issue, or not an issue in my post apocalyptic vault;-)

I have the same problem as Litt and it's been well over a month so God knows how many syncs have happened and it still won't pop. Anyone with the same issue managed to unglitch it?

Same problem as Litt45 and Sniper JZA80. I've started another vault for testing purpose, but newborn on both vaults will be ignored. Waiting for news on the topic...

Update on the "no-progress" topic.
I had the achievement locked at 7/25. A newborn didn't increase the counter. As said, I've started a new vault. A new born there didn't increase the counter, either. BUT, when I've reached the 8th newborn in the new vault, the counter started increasing again.
We can say that the achievement is vault-based, so we need to have 25 newborn in the same vault. (same for all other achievements, I suppose)
Why everything locked up in my main vault, this I don't know. Have to say that this vault is a port of a Windows Store's save to Steam, so maybe something screwed up (had similar problems with "Mattress Stuffer" and "A Vault for my Vault", too).

This achievement requires you to birth 25 kids. To do so you need to get you female dwellers pregnant by sending them to the living quarters along with at least one male companion. It is preferred that both the female and male dwellers have a decent charisma stat to speed up the process of getting the female pregnant. They'll say some funny/cheesy pick up lines, dance a little, then head off to do their thing in privacy. When you reach that point your good ol' buddy vault boy will show up in the bottom right of the screen with a very 'nice bro!' thumbs up to let you know they are on they're way to bang. When they are all tuckered out and have had enough fun for the night they will emerge and the woman will now be sporting a yellow shirt and an inflated stomach no matter what she was wearing before. Now just wait 3 real life hours and you will see a nice overly saturated neon green icon in the shape of a baby with a pacifier in its mouth above said prego womans head. Press or click on the icon and you will have birthed one child (I thought it was supposed to be long and painful?). To this 24 more times and the achievement is yours!

Put a male dweller and a female dweller in any LIVING QUARTERS and let them hang out together for a bit. Eventually they will begin to dance to each other and say nice things. After a while they will go in the back and smiling emotes will begin to float around. Moments later they emerge and the woman will be wearing a yellow shirt and be pregnant. Wait 3 hours* and youll have a baby. Do this 25 times and youll unlock this achievement

Things to note about pregnant dwellers and kids:
You can put a pregnant woman back to work but not out to the wasteland. In an emergency she will run away, she will not fight while pregnant. So outfits and weapons are worthless on pregnant dwellers. You cannot make babies with dwellers from the same family...that would just be creepy anyway. You can make babies repeatedly with the same two dwellers. The woman will give birth to a dweller child, which will add to your population. They too are worthless in a fight. They cannot be equipped with gear until they mature to adults after 3 hours. When born they have a mixture of the parents stats. Higher stats on parent means higher stats for the children. Higher CHARISMA on the parent will speed up the time it takes before a dweller becomes pregnant

Too much text with a little information. From pregnant to birth it takes 3 hours real time. Child will grow up into adult in 3 hours real time too. If you don't have any free rooms for new kid woman will stay pregnant untill you have. Maximal population is 200 in every vault. Outifts on pregnant women are not worthless as they still increase S.P.E.C.I.A.L. and everything related with it like income, effectivity etc.

When the child is ready to be delivered after 3 hours, wherever she is, an icon will appear above her head. She does not have to stay in the living quarters

To unlock this achievement, you need to first have at least 1 male and female dweller in your vault, then you simply place the 2 of them together in the Living Quarters and give them some alone time. After a few minutes the female will become pregnant and then after 3 hours real time, you can select the mother, who will have a baby icon over her head, and then the baby will be born. Obviously this achievement will be faster if you have more than 1 female but it can be done with just one pair. It is worth noting that there is no incest in the vault, so if you try to put parent and child or grandparent and grandchild in the same room, nothing will happen. After 25 babies have been born, this achievement will unlock.

To make a baby, you need to assign a male Dweller and a female Dweller to the same Living Quarters. They will start to talk, then dance and eventually make babies. The amount of time to get the female pregnant will depend on the Charisma stats of the two Dwellers concerned. Once the female is pregnant, you will need to wait/skip 3 hours until you can click on them and add another Dweller to your Vault. You will need to wait/skip 3 other hours in order to use the Dweller, as children can't do anything in your Vault.

You can have multiple couples in the same Living quarter, as long as it's a merged room, you can make babies with different couples or make 25 babies with the same couple, it's up to you. Note that you cannot make babies with dwellers of the same family. You will know if this has happened, if you assign them to the Living Quarters they will talk about how it feels good to be with their family. There is certain pet that gives a 2x chance of a female Dweller having twins, if you want to speed up this trophy or increasing the population a bit quicker.

The most important resource in the game is people . Send M and F to the barracks. They will chat for a long time and compliment each other. After this, they will run away to the bedroom and soon “hearts” will fly out of the bedroom. This means that the process is in full swing. After some time, they will still leave the bedroom, and the woman will immediately have a clearly defined tummy. The higher the level of charisma, the faster they will “agree.” After which you boldly send F to work, and send the next F to M

The birth time of a child is 3 hours, +3 hours until he becomes an adult. If you want to develop faster, it is important to put the birth of a child on the conveyor belt, but do not forget to monitor other resources.

into the large room you throw one M (better than the legendary one) and 5 F.. wait.
then repeat.
incest is prohibited (you can’t mate with your own children - they usually have their father’s last name), but no one is stopping you from pairing up all the former mothers and their daughters with the next alpha M to whom you will throw.

I understand that if there are two namesakes in the room, then the flirting process will not work. in general, if a male stands alone and does not flirt, then he will simply exchange women for others, or maybe even change the male.
