How to unlock the A Better Future, Underground achievement in Fallout Shelter - Definitive Guide

Pretty simple to get quickly, but you will need at least 19,500 caps, if you haven't already upgraded any rooms to level 3 and don't have more than 1 living quarters.
Simply create some living quarters (to ensure this is as cheap as possible, don't build it next to an already existing one), press cn_right and select to upgrade for 250. Then upgrade again for another 750. Destroy the room, build another, upgrade twice, then rinse and repeat until the achievement pops.

N.B as with all achievements in Shelter, progress is not cumulative across vaults, so this must be done in a single vault.

Does a three block room count as a room or 3?

I'm not sure, and I can't seem to find the answer elsewhere. But given each time you build a new room the price for it goes up, it will cost you more to build 3 merged rooms than to build them 1 at a time.

@dale smeegle: it counts as a single room (which it is, when you think about it) and not 3.

So if you want this achievement as fast as possible (i.e. spending as little as possible), follow the solution and use single rooms only.

I've heard of occasions were the tracker has taken a several days to update.

Also if you started up a new vault, the xbox achievement app would stay at XX% until your new vault caught up with your individual achievement progress in your new vault.

Mine is stuck at 26%, even though I have well over 30 rooms fully upgraded - my vault is completed apart from 2 rows at the bottom, and only about 7 or 8 rooms aren't upgraded...

I can't add anymore living quarters, but I'm tempted to scrap my last ones and try the trick with creating & upgrading to see if it makes a difference

All rooms in the vault, with the exception of the elevator, can be upgraded to level 3. Each upgrade costs more caps than the last but improves the efficiency of that room by a pretty good amount. This achievement will unlock naturally as you play, but you can just build, upgrade, and destroy the same room over and over if you have the caps. Destroying a room refunds a small portion of the caps spent on the room, but it’s not much compared to the actual cost of building and upgrading. When 20 rooms have been upgraded to level 3, this achievement will unlock.

You can upgrade every room except Elevators, by highlighting them and pressing . This will cost a certain amount of Caps but they will produce more resources.

Upgrading rooms early on to Level 3, means the incidents that break out in them will greatly increase in difficulty. This especially dangerous with low-level dwellers inside those rooms so make sure to level up your dwellers and equip them with good weapons to deal with these incidents, before upgrading your rooms. Credit to Jester695 for this tip.

You can destroy rooms after upgrading them and they will still count for the trophy. The cheapest rooms to upgrade are the Living quarters, Water Treatment, Power Generator and Diners. They cost 100 Caps to build, 500 to upgrade to level 2 and 1500 to upgrade to level 3.

When you hover over any room you can click , thereby improving its basic characteristics (the amount of resources produced, warehouse capacity, speed of learning or creating items. The maximum level is 3rd. We improve 20 rooms and the trophy is yours.

Please note that rooms of 2-3 sizes are counted as one! Therefore, we build one room at a time, of different types, and improve it. This will be much faster and more economical. To improve a room's energy, food or water supply, you need a total of 1000 caps. Accordingly, you approximately need to have 20-25k caps
