How to unlock the Interior Designer achievement in Fallout Shelter - Definitive Guide
A way you can make this achievement easier instead of just the normal grinding is by using your nuka cola quantums to get you the remaining missing pieces. They cost 3 quantums per fragment. This means one whole theme is 27 quantums and 216 total quantums if you bought them all with quantums. You can get duplicates, so just grinding this one makes it pretty frustrating.
An easy way to get nuka colas if you just downloaded the game is start the quest "Bottlecap Blues" which is available for a limited time, and should still be available. At the end of this five part quest you get characters called Bottle and Cappy who come into your vault every now and then and dance around your vault. When cappy dances, and you click on him, he gives you caps. However, when bottle dances he gives you caps about half of the time and the other half he gives quantums (around 1-3). They come in fairly often if you just leave the game open so it makes the quantums a lot easier to come by.
To cut down on the actual crafting time it is important to use the correct S.P.E.C.I.A.L. stat for each theme. Railroad themes themes need Perception, Institute themes need Intelligence, BOS themes Strength, Minutemen themes need Agility. You should get it down to around 2 days if you use your dwellers correctly (or as low as 18.5 hours if every dweller is correctly maxed as Skelebone stated). Thanks SwaggaGround for the info!
BUG FIX
Some people are having a bug where they have all the correct materials (fragments, junk, caps) but they still can't select to craft it. It seems all you have to do is back out to the main menu and reload your vault and you should be able to craft then!

Theme Fragments can be obtained either from searching random crates while on quests or as a reward for a quest itself. Each theme has 9 fragments that must be obtained before the theme can be crafted in the Theme Workshop. Once you have obtained all 9 fragments for all 8 themes and craft all of them, this achievement will unlock.
To craft a Theme, you first need to build the Theme workshop which costs 3,200 Caps and requires 42 Dwellers, then you need to collect all 9 fragments to unlock a recipe and be able to craft it. These fragments are found on containers during quests, as a reward for completing a quest, or by sending Dwellers on the Wasteland. You will need to find all 9 fragments for all 8 Themes to get these trophies.
You can get duplicates but you can also use bottles of Nuka Cola Quantum to buy the remaining fragments that you need. It's recommended to visit every room whilst on quests and regularly send your Dwellers into the Wasteland until you've completed 100 quests, then you should be able to buy the rest of them with Nuka Cola Quantum.
Themes consist of these supposedly 9-piece puzzle pieces if I'm not mistaken. They can be obtained by completing tasks in the caretaker's room, and for them you can already go through all the boxes in search of pieces of themes. This achievement is quite difficult, and quite long, but you can reduce the time. If you have bottles of Yader-Koll , you can easily pay for them so as not to collect all this. The bottles are easy to get if you go to the “ dates and times ” settings, turn off the checkbox for automatic time detection and set the day, year, or hour that you need. In general, every week we receive a case with different goodies in which these bottles fall out from time to time. If you sit for half an hour and play with the settings, you can easily “ farm ” yourself from 50 boxes, thereby trying your luck and knocking out bottles, for which we will buy themes in a special room, which will also need to be built in advance! Bottles can also be obtained for completing tasks in the caretaker's room!
Sometimes when you go to the theme workshop, their creation time is glitchy. That is, you have all the resources, and everything is green, but you cannot create a topic, since the deadline for its creation is gray. You need to completely restart the game.
topics require quite a lot of resources, but if you send 10-20 people into the wasteland on raids, fully loading them with steampacks and radaway, then in one trip (and + tasks) you can simply get mountains of resources, recycling everything into trash.
