This achievement is gained in the level "No Cheese, Please."
After fixing the crane and crossing over into the apartment, go into the hallway and Quagmire will be on the bed in the third room to the left. Simply stand there for 30 seconds and the achievement is yours.
Note: There is also a VHS tape for the secondary objective in this room.
