I have a whole playthrough of the first several areas, including this whole section:
This requires making it past the sawmill, and then entering the trainyard.
1. Get a piece of trash in the area.
2. Bring it to the right side of the train, and insert it where the "gasoline" symbol indicates.
3. Press the button on the roof about you to light the fire.
4. Jump on the jump pad to blow air into the fire, speeding up the train.
5. Use the lever on the second floor to pick a direction for the train to go.

I'm having trouble with this achievement. So. Just so I get this correct.
You load the train up with any rubbish. Fire up the engine and drive to the right side of the screen?
If that's it, it would appear that this has glitches out on me.

The Train Station will be where you add on the engine compartment that runs on scraps such as suitcases, Knick-knacks, gas cans and other junk that serves as fuel.
When you arrive at the station, you will first need to load fuel into the firebox to raise the train car up to the tracks. This will give you the first of two trophies.
