How to unlock the Lineman achievement in Far Cry 2 - Definitive Guide

When you don't have any missions active, go to a cellular tower and click "Y" while looking at the control box and you will get a mission to assassinate someone, do so and you will get this achievement.

Find a cellular tower on your map (with the "!" mark on it). Go to it. Press "Y" on the glowing box, and you will be given a mission. Perform the mission and you unlock this achievement.

Piece of cake.

You don't have to do all the cell towers to get this achievement.

But if you do them all you'll get the achievement for that.
