How to unlock the Pulitzer material achievement in Far Cry 2 - Definitive Guide
First off, go here: http://farcry2game.com/forums/viewtopic.php?f=21&t=2666 These are the scans of the map from the official guide, which show the locations for all the diamonds and Jackal Tapes. (Credit to the person on the site who posted it, not me) The tapes appear as a cassette tape on the map, and your GPS light will pulse when you're near them like you do with diamonds.
There are a total of 17 Jackal Tapes in the game: 1 that the Journalist gives to you, and 16 for you to find. There are 8 in the North and 8 in the South, with one in each square part of the map except for the center square in the North (where the city is), and the Southeastern square in the South (where the bar is).
You basically only get two chances to turn tapes into the Journalist, once before you leave the North, then once in the South. Both times he'll appear sitting at a table in the Bar with the rest of your buddies.
The Journalist seems to appear almost at random in the North, but usually does near the end of the storyline in the area, or once you've accumulated enough tapes. Just to be sure, when you get a mission to assassinate someone at Goka Falls, don't take the mission yet and finish off collecting the Northern tapes, and hopefully the Journalist will have appeared.

So to get things straight.. you can only give the tapes twice!? Kinda sucks, because you COULD only know this if you START your game using an achievement guide. If you, like me, just start playing and started collecting the tapes, your basicly screwed out of this achievement. I mean, when the reporter asks me if I have some tapes for him, I gave them, only to find out via WWW that you first need to collect them all BEFORE you hand them over otherwise you cannot get this achievement!?

When you proceed to the South and pick up a Jackal Tape, he's probably going to talk about a boy with a shotgun... and the Tape won't appear in the Menu. DON'T WORRY! I had that glitch too, just collect the Jackal Tapes EVEN if they don't appear in the Menu, when you have all of them and you give them to the Journalist you should get the Achievement.

Yeah i know, and the hardest part was that i though i lost them... I restarted the Campaign for 1 single Tape :(
But i got the Achievement and it`s all okay :)

These maps are great because they show the entire General map, but then also clearly break them down into the individual 9x9 sectors, so you can mark off each tape as you collect them.
Notes on the Journalist:
In my experience, the Journalist spawns when you have collected all 8 Jackal tapes within the region (North or South). When I started working on this achievement I had already progressed to the Southern map so I was not sure whether this achievement would unlock correctly, but following the other guides here, these were the steps I took to unlock the achievement:
1. After finishing the game, I loaded an old save where I was in the Southern map (73% Completion). I had already collected at least 1 tape in the North and at least 1 in the South
2. I returned to the Northern map and collected all the remaining Jackal Tapes there
3. The Journalist spawned AT MIKE'S BAR IN THE NORTHERN MAP, even though the story had progressed to the South. This is important to note. I handed all Northern Jackal tapes to the journalist here, and unlocked the Investigative Reporter achievement
4. After handing in the tapes, I moved to the South map and collected all the remaining Jackal tapes there. I encountered the bug where all Jackal tapes in the South played the audio from Stealing Boots, and were not added to the Menu. But i kept collecting them anyway
5. After collecting all the Jackal tapes in the South, the Journalist appeared in Marina's Bar and I handed them all in to get this achievement.
Hopefully this is helpful to someone.

IMPORTANT!!!To get the trophy, be sure to find all 8 records in the Northern Territory and ONLY after that go to the Southern Territory.
