How to unlock the Tooled Up achievement in Far Cry 3 Blood Dragon Classic Edition - Definitive Guide
Probably the most annoying achievement. Even after completing everything I still needed $10k.
So during the game loot everything you can boxes, bodies etc. Not all boxes appear on your minimap so if you see any pick them up.
Also when you get the skill for Auto-Looting on takedowns try and takedown as many as you can. I was getting $30 - $50 per person per takedown. You can loot them after but looting during takedown is quicker.
You can still use the old Reset Garrisons (Options > Gameplay > Reset Garrions (2nd from bottom)) this resets the garrisons and allows you to clear them out again for extra money ($450 per Garrison). Do this after you've gotten the Clear all Garrisons achievement though

I got this achievement with nearly $10K still in pocket, with 2 levels still to go.
Just make sure you loot as many people as possible. Auto-loot with takedowns is quickest. If you're looking to get this achievement, then I'm sure you'll be getting all collectables, garrisons and side missions, which all give you more money.
AND keep an eye out for stealing credits in the form of cash on boxes and points of interest; They're littered all over the place and end up giving you more money than looting people in the end.
Not too hard and shouldn't need to grind if you do this from the beginning of a playthrough.

Having just finished this up today, I can confirm that resetting the garrisons is NOT a time sink. Took me 3 garrisons to get the rest of the money. I'd clear them out by takedowns (with auto-loot), but would leave one person to trigger the alarm to get more people. Between garrisons, I'd kill dragons and more enemies.
This is from someone who refilled ammo/armor/meds every single time I was at a garrison. Though you could certainly get this before beating the game, leaving it for last isn't the end of the world.

Upon garrison resets, loot resets too. All the orange boxes or credits found laying around also reset. Implicitly, you can help speed this up by seeking the small bunkers that can be found as you roam towards your next garrison, I found quite a few. These usually have credits or an orange box, sometimes both. These can rack up as much as 400$.
There are also random events where scientists are found in the open world fighting enemies, you should try and use takedown on the enemies which again racks you 100-150$.
Last but not least, set difficulty to easy since it does not impact rewards and try playing stealth only or knife only since you are nearly unkillable in the end game and regular enemies only take two knife hits. Why knife? Because you will eventually run out of bullets and you should spare cash. Evidently, loot the bodies afterwards.
All of these aid you in completing less garrisons. and potentially saving some time.
In my case, I had to reset my garrisons and only do 8 out of 13 with 14K dollars still needed.
