if you still having trouble finding any cards after 1st solution go to MAP , then pull up legend and uncheck everything but the cards makes it easier to see them since a outpost symbol covers them.

You can get all of the memory cards easily by just buying the item maps sold by the sellers under the map section (I.E. Items: Amanaki, Items: Badtown, etc.) Then just go to your map and you can see them all on there. Set a waypoint and you will be on your way to finding all the memory cards. One other way that is an easy way to get them is just liberate all the outposts and the memory cards should be on the inside of the outposts

I got 19/20 just by going into the outpost, and while I was refilling ammo, I'd just grab it. Reason I posted this was because there is one card I overlooked both times I played FC 3, (360 & Xbone) and that was the one at Orphan Point. 401.7, 680.6, its on top of a TV, real easy to miss.....

I got one missing in the end. Turned out to be the one on Lazy Shore Marina, on the south island. Wasn't visible on the map for some reason. If you miss one, search there first :)

After 2 years the memory Card is back at the map. Now i got the achievement :)

There's a total of 20 Memory Cards on the islands and all are within the Outposts you liberate. In each new Outpost, you'll have your own building where you can stock up on equipment. If you then look closely on the map, over some Outpost buildings you will notice a Computer Chip icon (Like the one in the achievement tile).

Head inside of your building and inside you'll see a laptop. Simply grab this by holding  and the Memory Chip will be yours. Now keep liberating Outpost to find the rest.

Just capture outposts, all the maps are on them in the form of laptops in the buildings where fast movement occurs.

I accidentally reset all posts. There was 1 laptop left, so as not to grab and guess where 1 was left, I went to the map and pressed and hid the outpost icons, showed the treasured laptop.

You can buy item cards in stores in the corresponding list. In total, the game world is divided into 8 zones: 4 in the southern part and 4 in the northern part. Each zone has its own card worth $500. ALL collective elements are displayed.
Maps are also useful for finding letters and relics. All these collections will also be needed for the achievements Letters of the Dead and Archeology 101

PS: All memory cards are located in outposts in the so-called shelters (where the store is and where the transfer is going) and look like a laptop.
PPS: In the store you can also buy treasure maps (diamond icon on the map) at a price of $1500 per zone
