This achievement is called "hands off my stoner" story related after you rescue your mate oliver from the docks you will have a boat chase. When you finish the boat chase a cutscene will play and pop. This was mission 15 for me. 22% progress.

This is a story related trophy. After you have rescued Daisy and Liza, you will begin your quest to save Oliver.
When you do find him you must protect him from afar (you get to use a sniper rifle) as pirates are trying to kill him. Eventually Oliver will commandeer a boat and you will join him. There will be a small boat chase (the enemies are coming after you!) and when you kill your way to safety you will unlock the trophy.
