How to unlock the Unheard achievement in Far Cry 3 - Definitive Guide
Here is my Solution for this Achievement.
Far Cry 3 has 34 Outpost, you must 1 Outpost clear up without an Enemy trigger the Alarm. The Outpost are the Red Flags with the white Background on your Map.
The Enemies trigger the Alarm when he see you, he run to the Alarm and trigger this.
The easiest Way is crouch into a Outpost and deactivated the Alarm.
The Alarm Location see you an your Minimap as loudspeaker Symbol. Go to this Symbol undetected and push the X Button.
After this you can detected by the Enemies, its no Problem but for the Fully Inked Achievement you need 2 Outpost clear up undetected. (a Skill need this a Requirement)

You will get this achievement automatically, without doing anything special, after completing the Kick the Hornets Nest mission. One of the best and most fun missions in the game.
That said, shoot the alarm box(es) at the outpost. This will disable them. Best done with a sniper rifle, one with a silencer works best IMO. Then take out each enemy from a distance using said sniper rifle. At higher difficulties, this strategy has worked well for me.

1. Get yourself into a position where you can see the majority of the camp and tag the enemies with your camera.
2. With a silenced weapon (I used a sniper and a silenced assault) locate the alarm box on the post - red box. Initially I was aiming at a guy but the hold breath gave out and I hit the alarm box.
3. Shoot the box to disable the alarm then pick off all enemies. I was spotted by the last guy but with no alarm the achievement popped.
Alternate method that gave me the stealth bonus xp on the next outpost I did was I had marked the enemies with the camera was able to shoot the animal cage inside the outpost. The animal escaped and did all the work save for one guy for me and it would have popped then too.
I use the second sniper rifle with the silencer and long-range scope when I clean camps out. You can hide very far away and nobody will hear the gun.
Tigers and bears work best, but dogs and that Cassowary thing cleared out a couple for me too. They may not clear the entire camp, but most times you'll be left with a sniper in a tower, and may be a heavy on the ground.
Also, if you sneak in the camp, and get discovered, make a B-line for the alarm and deactivate it. Even if people are running at you, if you disable the alarm before then can activate it, all the chaos in the world won't let them activate them. Get behind cover, heal up, and take the camp the old-fashioned way. Still no alarms!
Shooting the alarm box only deactivates THAT alarm. If there are three alarms in the camp, they can still activate the ones that aren't shot dead. Always try to manually deactivate one of them when you can. (Though if you use the animal method, you won't need to.)
As you get closer to the outpost, look for a hole in the "tin wall" ... due to the patrol pattern of the three guards in the outpost, they will attract the tiger. Stay outside of the outpost ... just by the hole in the wall and watch the tiger do all the work. POP goes the achievement for 20 Gamer Score.

What you want to do here is to headshot-scope the look-out sniper perched up top from a distance when he's alone, and then shoot the cage. I don't think it matters where you shoot the cage, but it'll be safer to shoot it near the enemies.
Once the tiger has been released, it should roam around until the enemies spot it. From there it'll defend itself and kill everyone for you making this a cinch. To confirm that you did it right, a prompt should show up saying that the outpost has been cleared undetected.
After the achievement has been unlocked as an added bonus, you can choose to shoot the weakened tiger, for collection and there you go.
Note: If you activate all the radio towers on the main island, you should have enough free weapons to do this w/ no issue very early on.

Or, for a more fun approach, find a camp that has an animal caged, preferably a tiger or leopard, and free it. Most of the time, the tiger/leopard will have no issues killing all the opposing faction. You'll get a ghost and no alarms bonus as well (assuming you weren't spotted).
This is best done on the first few Outposts you come across. Mainly because they're made of few guards and are easy pickings. To liberate an Outpost with any alerts you must take the stealth route to killing everyone. You'll need to make sure the enemy AI does not spot you and this is pointed out by the white arrow at the top of your screen. If this fills up all the way to the sides and guard starts to shout and shoot at you, you've been spotted. This also counts if the alarm is set off.
The first thing to go is to find an advantage point near the Outpost and use your camera to tag all the AI in the area. This way you can keep track of them all. Once that's done, make your way around it distracting each guy with your rocks one-by-one. When they get close, either make sure you're hiding in some bushes or on a corner and press to do a takedown.
Using your gun should be out of the picture here, as it'll alert more guards to your spot. Just take your time and this should be quite easy. If by chance you have taken over all Outposts in the game but have not completed the Skills objectives. You can reset them all by going into the games options menu.
There are a total of 34 Outposts. You can liberate any of these outposts without triggering an alarm. Search for the alarm switch in an Outpost and disable it by pressing . Now you just need to kill the remaining enemies. It does not matter if the enemies see you or not. They are just not allowed to ring the alarm. If you hear the loud alarm then kill yourself and you should respawn somewhere near the Outpost and can try it again. After downloading the latest patch you can also reset outposts.
