This is story-related and cannot be missed. Once you've hit Resistance Level 4 in John's Region, complete the missions "The Atonement," "Wrath," and "The Quality of Mercy" to finally liberate Holland Valley, save Deputy Joey Hudson, and unlock the achievement.
