To quickly upgrade all buildings to the maximum level, first build a network of shelters. Then a scout will appear from whom you can buy all the maps of small rebel shelters. And on the second and third levels of the building, chests with resources will appear. They will stand in every small shelter, not to be confused with the bases. In general, you can teleport across the entire map from one shelter to another and collect quite a lot of resources at a time. Chests are updated once a day (in-game).
