In general play I found it easier to stumble across a scavenger who is too busy looting to notice you. The distance to him automatically comes up and you can back up to 100m and use the lucky shot bow for a relatively easy kill.

For this achievement all I did was use the first tier bow but if you want to use a higher tier that's fine also but what I did was I found one of those looter enemies that loot the dead bodies and I moved far back and til I hit and killed him while he was looting a dead body
