You can find safes all over Fry Cry New Dawn in the open world, story missions, treasure hunts, and some outposts (link below to all locations). Here's some info to help you with this achievement:
- You can unlock safes in 3 ways: remote explosives, the Repair Torch perk, and the Lock Picking perk. I got the achievement using the Lock Picking perk so I can't confirm the others will unlock the achievement.

Remote Explosive and Repair Torch do not count towards this achievement.
The repair torch does 100% count towards this achievement. I just unlocked it using only the repair torch. I don’t even have the lock picking skill unlocked yet.
- The Lock Picking perk costs 6 perk points (you might want to wait til mid-game to buy this as there's more useful perks for starting out). The Repair Torch perk costs 3 perk points.- Safes contain titanium, a less common crafting material you'll need for higher level weapons.
- Probably the best way to seek out the safes is to complete treasure hunts, which you'll need to do for the Finders Keepers achievement!

FYI, Remote Explosive and Repair Torch do not count towards this achievements.

To do this achievement you will first need to unlock the "Repair Torch" perk. This is the perk that is on the top row and 2nd from the left. Now all you need to do is find Safes, these are black boxes that you will find when following treasure maps and also just roaming around the world. You will then need to hold 
on the safe then hold 
to unlock the safe.
Do this 5 times and the achievement will pop.
