Must be buggy, I have beaten the game and haven't unlocked it.

I’m sorry to hear that. It unlocked just fine for me 4 months ago. Maybe it’s a sync issue, so I’d suggest restarting Xbox and waiting a couple of days before a new attempt.

You will unlock the trophy after completing Nick's recruitment mission, which will be marked on the map.
