How to unlock the Bullseye achievement in Far Cry Primal - Definitive Guide
You need the long bow, with the normal bow it is nearly impossible to get this achievement. The crafting materials can you find in the north of the map in the "brown" zone below the snowsection. You can do this achievement everywhere on the map, the best places are outposts and bonfires. Use your Owl to identify targets and set a waypoint as range indicator. After that go 70 feet away and aim a little bit over the enemy's head and shoot with the bow.

If (like me) you captured a lot of outposts and campfires before going for this achievement, I got both this and the spear achievement by starting some orange Wenja quests. Not only does this regenerate enemies who tend to stay put at certain locations, but it also gives you checkpoints which you can revert to if your shot fails and you are spotted. Equally there will be 'easy' level Wenja quests around even after you capture several sites.

I don't think the females count toward this achievement. I tried several times and managed to kill a couple of females from about 75-77 feet away, but no achievement. This is at the Hard level outpost that's south east of the Village, if you're wondering.
On the second one I hit, she happened to have a warrior sitting next to her that stood up and looked around, so I shot him and the achievement popped. They were roughly the same distance away which was over 70 feet for both of them according to the distance tracker for the waypoint I set down on them...

STEP 1 (Upgrading Jayma's Hut)
After you progressed a bit in the story, you'll be able to upgrade Jayma's Hut in your main camp. This will give you the ability to craft a long bow.
STEP 2 (Gathering the crafting materials)
To craft the long bow you will have to go to the north and collect the following items in the snowy region.
14x North Cedar
12x North Black Rock
10x North Clay

The best way i found, is to go up to an undiscovered enemy camp. If you sneak up to them they should stay relatively still, making your long range shot fairly easy. Aim a bit above their head to compensate for the drop off of the arrow. If you stay hidden you can work out 2 or 3 misfires and get it on another target if you miss one.
It is recommend that you have a significant height advantage to your enemy, and you will need the Long Bow, unlocked using Jayma's Hut and gathering the crafting resources. This is most easily completed early in the game at an outpost or bonfire. Use your owl to scan the area and mark the enemy that you want to kill. This will show you how far they are. Now aim your spear, compensate for drop/gravity and shoot. Feel free to die on purpose if you want to restart a checkpoint at an outpost.
This can be completed at any point in the game; however, the long bow is helpful. The long bow is unlocked for crafting after recruiting Jayma. The video uses the tactic of placing a waypoint on an idle enemy (one that is not moving) with your owl. Use the waypoint to stay at least 70 feet away and use your bow to kill the enemy.

For this achievement you need to get a kill with a bow from 70ft away. This can be quite tricky so the best advice I can give is to find an enemy that's by himself and try to put the waypoint marker near him/her to get an idea of how far 70ft is.
Then simply use the Longbow and try and get a headshot.

The previous solutions give very good advice, so i wont go back over that, but wanted to add a couple things.
The challenge on this achievement is finding a stationary enemy that you can actually see from 70 ft away. Marking a waypoint with your owl is really the best way to tell how far you are. Since it’s such a challenge to find a stationary enemy that is 70 ft away and in your line of sight, this likely wont happen in regular gameplay.
I wanted to add the location i used because it has high bluffs and lots of room for stealthy messing around to find that perfect target. I used the Outpost at the upper north of the map, the Nassan Horn Outpost. I released my tamed beast so he didnt blow my cover. I then found and set a waypoint with my owl on the most likely enemy below, and moved around bluff to bluff until i was 70 ft away with a clear shot. Therein lines the challenge. Once you have that, it’s in the bag. I missed a few times without alerting anyone. On the fourth or fifth shot, the arrow killed him and viola, cheeve popped.

Use the owl to scout an area and highlight an enemy so you know exactly how far away they are!

I got this with the fully upgraded standard bow. Ideal place to achieve this is on the lookout just past the lit bonfire which overlooks a small lake (the bonfire is the one located south-west of Marsa Cave). An event occurs here every so often (usually involving invaders) so go to the cliff edge near the bonfire and aim from here. Might take a couple of shots until you get the range.

I was tempted to find your event but wasn't sure where to narrow down on the map that location is, I can't think of where Marsa Cave is located. Good catch on the recurring event though!

I got this one attacking the Fire Screamers Fort, attacking one of the lookouts on a tower from a good distance gives you a great opportunity to hit a sitting target.
