When you get the map objective for Tensay you'll be able to go to him and perform the quests that introduce you to beast taming as well as give you your owl. Upon completion of taming the White Wolf Tensay will join your village and the achievement will pop!

Had this not unlock on me today. Since it’s story related it just seems to have glitched…frustrating, starting a new game to see if it unlocks this time.
Update: unlocked second attempt. I would say the only thing I did differently is the first time I flew my owl and commanded the wolf to kill. This time I did it without the owl, commanded the wolf to kill and killed some myself.
