Unlocked this by just buying multiple vehicles, in my case I bought multiple of the Mahindra Retriever 1000 under the cars section of the shop due to it being only $17,200 each. Not 100% sure the requirements for this achievement but doing this unlocked it for me.

I had 15/16 vehicles in my possession (cars, trucks, tractors and mahindras) when this popped.

Thanks! I used no mods. ( 1 truck- 14 mowers- 1 small tractor) my owned vehicles.
