During Chapter 17, you are in an Aston Martin DB11 as Roman Pearce. Do your best to just avoid the cops and don't let any of them get killed for this achievement. Don't ram into them at all.
You can still use the oil slick in emergency situations or if you just feel there's too much heat but it's a gamble. It will say takedown, but it won't invalidate the achievement if the cop simply spins out. If they crash hard though, it could count as a cop dying so only use it if you have to

This doesn't make sense. Don't take down cops only using your oil slick? Do you mean don't take down cops at all? Or don't take down cops using the oil slick?
