Level solution:
Left, Up x 2, 
, Up, , Left, Up, Down x 3
Now both traps are set. Very quickly go: Up x 4, Down x 2 and then you're safe. Let the projectiles pass.
Once again, very quickly go: Up x 2, Right x 2, Up, Down x 2 and now you're safe again and the hooded guy is safe. Now simply walk up to the exit.
