How to unlock the Decision Maker achievement in FIFA 19 - Definitive Guide

You don't actually need to purchase any traits to get this achievement.

Simply go to Pro Clubs, select your pro, go into one of your three play-styles and select the final level of a tree (a single line, doesn't need to be every trait in a category). For me, the achievement popped as soon as I did this. Didn't need to exchange points.

Confirmed. Once the achievement pops, you can then unselect all of the traits which were auto-filled and regain your points, just as MushroomToaster said.

Unobtainable due to Server Closure

Online trophy. required.

To unlock this, you will have to buy every skill from a skill-tree path of your Pro Player. When you create it, you will have 15 skill points to spend. Simply buy the last "Interception" skill, in the "Defense" tab, as it will require you 4 skill points. Regardless, you can have your skill points back by selecting again each bought skill, or by selecting again the first skill from this skill-tree path.

You can get it fastest in Pro Seasons. We create a player and upgrade him to one branch of skills (enough for almost all branches)
