The clue is certainly the latter part of the description.
This achievement is reward for winning a ranked match against a developer of the game but in reality its one you are likely to get via someone who has beat someone who has beat someone else who has beat a developer.
Only boostable by crying out for players who have this cheevo, but, as said above the more people who play ranked matches the more this cheevo will spread...viral
I got this one during a standard ranked match not knowing the other guy had it!

This can be done in all online ranked modes and gym modes. The best and easiest way to do this is when boosting with another person, have them stand still and keep using power hooks to their head until they get knocked down. Do this twice and the achievement is yours.
