On your way through Esto Gaza to Mount Gulug, deliver a letter to Mogrika causes her to indicate that Mognet is shutting down because of an accident. From this point on, most of the moogles will not have any letters to deliver and will not ask you to deliver any due to problems at the home office, Mognet Central.
You can reach Mognet Central with a light-blue chocobo (REEF chocobo). On the eastern side of an Island, north of the Outer Continent, you can find a crack in the mountain. Feed Choco a Dead Pepper to make him open the crack, revealing Mognet Central.
Inside, the moogle Artemicion confesses that he used too much of a certain "thing" to make his fur glossy, and there was not enough left to use on the machine that keeps Mognet running.
HOW TO FIX MOGNET CENTRAL
Leave Mognet Central and travel south to Alexandria. Then speak to Kupo at the bell tower ruins, and he will give you a letter to Atla.
Atla is the moogle at Burmecia. Return there and deliver the letter. Atla wants you to take a letter to Mogryo.
Mogryo is the moogle outside the chocobo farm at the Black Mage Village. Mogryo has a letter for Kumool.
Kumool is the moogle at Ipsen's Castle in the courtyard. Kumool has a letter for Mois.
Mois (who was initially at Ice Cavern) can be found in Qu's Marsh on the Mist Continent, and now stands outside the former entrance to Fossil Roo. Mois has a letter for Noggy.
Noggy is the moogle at Daguerreo. Noggy has a letter for Kupo in Alexandria. Back in the bell tower ruins where we started.
When Kupo reads the letter, you will notice that it says someone in Alexandria has the item needed. Kupo is not any help.
Talk to Ruby in the Alexandria Mini-Theatre, and she immediately hands over some of her hair gel, otherwise known as Superslick.
Return to Mognet Central and hand the item to Artemicion. The Mognet gets back to business, and you recieve a Protect Ring for your help.
KUPO NUTS TIP
Each time you deliver a letter during this sequence, the moogles give you a Kupo Nut if you don't already have on in your Key Items inventory. Return to the moogle family at Gizamaluke's Grotto each time you get one, and exchange each Kupo Nut for an item. Is is not necessary, but there are a few elixers in it for you.

To find Mognet Central, you will need to have obtained atleast a RED (mountain) chocobo and a Dead Pepper. There is a crack in the mountain in the Cazedil Plains on a talon-shaped island north of the Outer Continent. Feeding a Dead Pepper to Choco while in front of the crack will have him break through it and you will gain access to Mognet Central.
While you may end up delivering letters to Moogles regarding Mognet Central before heading to Terra, the side quest itself cannot start until you return to Gaia on Disc 4. You will need to deliver a total of 6 letters, all beginning with Kupo back in the Alexandria Steeple.
1. Deliver the letter from Kupo in the Alexandria Steeple to Atla in the Burmecia Vault.
2. Deliver the letter from Atla to Mogryo in the Black Mage Village.
3. Delivery the letter from Mogryo to Kumool in Ipsen's Castle.
4. Deliver the letter from Kumool to Mois in the entrance of Fossil Roo.
5. Deliver the letter from Mois to Noggy in Daguerreo.
6. Deliver the letter from Noggy to Kupo in the Alexandria Steeple.
Once you have finished the letter deliveries, speak to Ruby in her theater and you will obtain the bottle of Superslick. Now return to Mognet Central and give Artemicion the Superslick and he will use it to repair the machine, then the trophy will pop.

To repair the machine at Mognet Central, you first need to discover the location of Mognet Central, then find the Superslick item and use it to fix the machine.
To find Mognet Central, you will need a mountain (red) chocobo (see Diggin' It for more information) and a Dead Pepper. - Deliver the letter from Noggy to Kupo in the Alexandria Steeple.
Once you have completed the letter deliveries, speak to Ruby in her theatre and you will obtain the Superslick. Now return to Mognet Central and give Artemicion the Superslick and he will use it to repair the machine, the trophy will pop.
The, Pants, Party
To repair the machine at Mognet, we first need to find Mognet. You need to deliver six letters to and from different moogles you meet on your travels. These are all listed in the missable walkthrough from the Road Map, so be sure to follow that closely. Once all the letters are delivered, speak to Ruby in Alexandria to obtain the Superslick item. Finally, return to Mognet and repair the machine with the Superslick to unlock the achievement. Mognet is also one of the five secret areas for the "Beach Bum" achievement.
