There wasn't a solution when I found this so here 😁

The Whale Whisker is Dagger's Ultimate weapon and teaches her Curaga and Life.
It is found in the Ocean Chocograph, found in the Chocobo's Lagoon and the treasure's location can be accessed with the ocean ability.

You need to have the chocograph obtained through Chocobo Hot n Cold minigame.
Clue #01 Look carefully! There's a small reef, kupo!
Clue #02 Call a chocobo near this place, kupo!
Treasure 27x Ore, 1x Light Robe, 1x Whale Whisker, 1x Alexander Card

Location In the ocean west of Everlang Island.

good luck as at the time of writing this I did not have the chocograph (yet) although in the original I completed the game in its entirety 😂

This is the most powerful rod in game and can only be used by Dagger. In order to obtain it you will have to advance Chocobo Hot and Cold as far as the Lagoon and the Ocean ability. You will also need to have dug up Chocograph #18 "Ocean". Equip this chocograph and head west of Everlang Island (Forgatten Continent) to dig up this Rod and a few other treasures.

The Whale Whisker is Dagger's ultimate weapon and can be obtained as early as Disc 3 during the Chocobo Hot and Cold side quest. You will need to dig up Chocograph #18: Ocean in Chocobo's Lagoon after obtaining an Ocean Chocobo (for more information on this, see Diggin' It). Now equip it as your active Chocograph and go to the long North/South-stretching island west of the Forgotten Continent (the one with the chocobo tracks). Keep digging just off the West coast of it in the ocean and eventually you will find this treasure and weapon.

This weapon is found as one of the treasures associated with the "Diggin' It" achievement and will come while working on that.

One of the best weapons for Dagger. It can be found in the Ocean Chocograph treasure chest, south of Daguerreo.
