This is pretty easy to do with Tifa! Here's my strategy, nothing is really needed other than a strong enemy, and these two skills:

If you wanna map them to your hotkeys, go for it. For this task, I have a few key materia equipped: ATB Stagger, First Strike, Precision Defense, and Steadfast Block. Really, we just want the boosts to the ATB, and with Tifa they're not too hard to get. These are partly for comfort, partly for efficiency. Feel free to customize to what works for you, as long as hitting your Rage and Fall into Omniflurry restores your full 2 ATB bars.
The place I earned this, and reproduced it, is on Hard Mode's Tifa vs The Martialists challenge. But, this can be done on pretty much any enemy tough enough to not die quickly to your attacks, but not too hard to stagger. For this guide's sake, I'm using the Kid G fight.
Kid G is a fast little shit, and has some scary attacks-- but luckily for us, Tifa is shifty as hell. Work that block button when he jogs up to you-- he'll either do two quick punches, or four. If he's doing a Goblin Beatdown, simply dodge when he launches the attack, and then dodge right back at him and hit him to pressure him. You can do the same with the Sledgehammer attack, and even the Guard Crush. Basically, just dodge and then smack. Our goal is to have Rage and Fall in our Triangle attack, ready & waiting. His pressured status doesn't last long, so drop a quick Focused Strike and some punchies. Once he's staggered, it's time to get to work.
Drop two True Strikes IMMEDIATELY.
