How to unlock the Loser achievement in FINAL FANTASY VIII Remastered - Definitive Guide
First, talk to the guy by the elevator after you leave the classroom at the beginning of the game. He will give you a free set of cards to play with.
After you defeat Ifrit, you will obtain his card as well.
Once you return to the garden, you can play the person in the booth at the entry turnstiles. Be sure to save beforehand if you don't want to actually lose your card.
When the game begins, choose your cards making sure your Ifrit card is one of them. Then play your cards so the lowest numbers are always exposed and easier for the computer to top. Once you lose, he will take your Ifrit card and thus unlock your achievement.
Then leave to the main menu and reload your save and you'll have your card back.

The first (and easiest) rare card you can win is the Minimog card that is won from the child running around the lower lobby corridors. He is identifiable via a blue top/T-shirt. Make sure you get the first 7 cards from the guy stood at the lift/elevator right as you start the game. Simply talk to him and he will give you 7. He is located as soon as you leave the class and progress to the elevator
When you have won this card, simply lose it and the cheev will pop

you can also just save your game beforehand, lose the card, then reload your save so you don't actually have to lose it if you don't want to bother winning it back

This can be done very early in the game, though I'd suggest saving prior since we want to keep our rare cards. After defeating Ifrit and getting its card, challenge anyone in Balamb to a game and purposely put your cards in the worst spots to lose. They will always choose your best card, in this instance your gold-border Ifrit card.

Lose a rare card in a card game. These are cards with gold coins - Characters/Recruiting Forces.
You can act according to your mind or as the game was intended....,
During the "scenario" to get the Rinua card, Play Ifrit's card to General Caraway in Deling City. In the next match, he will use the Rinua card. Ifrit can be played from Martine in Fishermans Horizon (he has a lot of cool cards)

Save before doing this. Then play the map and load the game. This way you won’t lose the card and get a trophy.

If you liked Triple Triad and decided to collect all the cards, then you definitely need to lose some rare cards. The first time in Balamba (the very first city), before boarding the ship you need to go to the station and lose the Moogle card to the Card Queen, which you can win from the boy running on the first floor of the garden.
