When fighting Elvoret in Dollett, Siren can be drawn during from the boss fought on top of the Dollet Radio Tower during the SeeD field exam. If you do miss this chance you get a final chance during Ultimicias castle to draw her from Tri-Point in the final dungeon but is still missable if you kill the mini boss or don’t restore your ability to draw first chance you get (as all abilities are removed during the final climb of the game)

Unlocked as soon as I selected to draw her from the boss without issue.

Been trying for a few days, not unlocking at all, tried combinations of speed and boost. Members with different GF etc, wont work.

Yeah, it took me 8 tries at varies times of day to get this one as well as "Loser". Of course, I didn't realize that it's supposed to pop immediately after Drawing the magic, wasting time finishing off the boss. I think it largely has to do with internet speed. I got some crap internet out here in the middle of nowhere. Almost every game I've ever played eventually pops the achievement on its own, but it appears if this game can't communicate properly with wherever it's sending the "Achievement Unlocked" flag at the time of unlocking, it just won't do it.
Just a theory. Though I'll have to be sure to save right before I know I'm going to get one. Not sure how the cumulative ones are going to pan out..

Siren will be obtained during the Dollet Mission (SeeD Exam) on Page 4 of the Jegged walkthrough. You must use the "Draw" command during battle against the Elvoret boss. Be sure you have equipped this command to at least one of your characters before the battle via the Guardian Forced Junction menu.

You have a second chance at this during the Tri-Point fight in Ultimecia's Castle.

There are two opportunities to get Siren in the game. The first comes very early when you're in Dollet. After fighting Biggs and Wedge, you'll then fight a boss named Elvoret. Draw the GF from this boss.

If you happened to miss it the first time around, you can draw Siren from a boss named Tri-Point in the final area of the game.

If you miss it a second time, you'll need to start a new game.

You can skip the guard. Pulled from the Elvoret boss at the top of the radio tower during the Seed exam.
