When I fought the Tonberrys my Squall was level 38 with Quistis and Selphie with me in the mid 20s.
I had just finished the Shumi Villiage sidequest and spent the time to draw out a significant amount of Ultimas from the draw point there. I had Ultima junctioned to Squall's STR. I also had his Cutting Trigger gunblade.
I am not sure how much of this is level, or junction, or weapon, but each attack with Squall would do 3000 damage to a Tonberry. What I then did was have Squall at low HP and switch between characters in battle until he got his limit break. One full limit break would kill a Tonberry, so they were no problem.
Once I got to the Tonberry King I did the same thing. You don't want to heal you characters because you want to do the limit breaks each time. I did spent some time trying to get Selphie's The End to come out, but I was never that lucky. If a character died I would Phoenix down or cast Life and kept doing Squall's limit break until the Tonberry dropped.
