How to unlock the FFX-2: Full Chain achievement in FINAL FANTASY X/X-2 HD Remaster - Definitive Guide
I found a twist on the methods above to work better for me. When I attempted the thief stun lock on Chac, I kept killing her around chain 80 (my girls were level 99)
Reqs:
Highroad Winds garment grid (use it on all 3 girls for first strike)
2x Rabite's foot (1 on Yuna & Rikku for increased stun chance)
3x Speed Bracers (1 on each girl for auto-haste. Kill oversoul Lacerta on floor 81+ for more)
1x Minerva's Plate (on Paine, drastically lowers her strength so you don't kill chac early.)
3x thieves
Battle Speed on FAST
Strategy:
1. Go to floors 81-84 in Via Infinito (do not go higher, as she can get extras with her at higher levels)
2. When a battle starts with Chac, attack IMMEDIATELY with your first girl. If you wait too long on your first attack, it will start loading her stone attack animation and stop your bar from filling.
3. Wait ~1second before using the 2nd attack, and another 1 second on the third.
Attack as the bar fills until Chac dies. I got to 99 chain, and did ~ 15 more attacks after to kill her. It takes about a minute.

My YRP was from Lv. 83-86 and their strength was around 130. Was able to reach chain 99 because I was fighting against oversouled Chac.
All three members had Rabite's foot, but no Haste-buff accessories.
I read on YouTube that it is possible to equip the accessory which gives Lightning to attacks, and Chac ABOSRBS lightning, so for over-levelled characters, one or two of them can equip this accessory to restore HP to Chac while keeping her stunned so that the last member can keep chaining the attacks. Note that attacks absorbed by Chac would not count towards the chain though; only damage-dealing hits count.

I was able to manage this with 2 x Speed Bracer (Y&P) with no Rabbits foot - I had Wait mode on (not sure if it makes a difference) but it was pretty easy to get the timing of Y&P to compensate for a normal speed Rikku!

Easiest method in my opinion after the proper setup below..
Setup:
1st - You'll need to use the Gunner Dressphere and learn Trigger Happy Lv.2 and Trigger Happy Lv.3 with Yuna, Rikku, and Paine.
2nd - You need to fight against the team "Ancient Power" in Creature Creator which is found under Standard Cup: Hard or Grand Cup: Hard.. or in Battle Simulator if you already defeated this team before.
Preferred level should be about 60-70. I did this at level 99 and kept killing the Adamantortoise at around chain 86 so I equipped some Minerva's Plates to my party to lower my strength. Minerva's plates can be won in the Chocobo Cup as a prize.
3rd - Recommended, but not required. Have someone know haste, hastega, or anything that can give your party haste. This will allow your party's ATB gauge to fill faster so you don't have to worry about carefully timing your attacks. It still can be done without haste.
Method:
Go to Creature Creator (found by talking to Shinra on the airship) and then select Fiend Arena.
Either enter tournament and select either Standard Cup: Hard or Grand Cup: Hard (assuming you have them unlocked) or select Battle simulator and go to page 4/9 and select "Ancient Power" (Assuming you already defeated this team before).
Not guaranteed that the adamantortoise will appear in the tournament so it might take a few attempts before he shows up.
Now all you do is use trigger happy until chain 99 pops up and the achievement unlocks.
You have to use one Trigger Happy ability at a time.
i.e. Yuna uses Trigger Happy, spam rb until gauge is depleted, quickly use Trigger Happy again with your second character, spam rb until gauge is depleted, and so on.
Keep rotating this and you'll get the achievement really easily.
The following is a video guide that I used to get the achievement.

I used Trigger Happy against an oversouled Chac. She's got about 460k health, so even though her defense is significantly lower than Adamantortoise, I had no problem getting to a 99 chain with lvl 99 characters. It saves you from having to worry about unlocking Minerva's Plate or fiddling too much with the arena.

I did this using the thief method.
You will need:
Access to Level 81 or above in Via Infinito
Three thieves
Six Rabite's Feet (get from fighting Jumbo Cactuars in the fiend arena - must unlock in the
Cactuar Cup)
Set up all three girls as Thieves and equip each one with two Rabite's Feet. Now go to Level 81 of Via infinito and look for Chac. Once you're in battle, time your attacks so that when one girl attacks, another has a full ATB bar and is ready to go. The high luck gives you critical hits which stun Chac just for a moment. It may take a couple tries to get the rhythm, but it's really much easier than I expected.

Similar to the other guides, I found myself in a pickle because I was already level 99 and was killing all the mobs before reaching 99-chain. I believe I found an easier method rather than fighting an oversouled mob using Rikku's Mascot dressphere and the ability called "Power Eraser" that lowers the Str of the party members. If you use this on your own party 3 times (maxes at 10x str reduction), your attacks will do minimal damage and should be able to farm your chain attack on almost any mob.
With the following setup, I was able to farm indefinite chain attacks on the Machina Panzer in the Fiend Arena.
Garment Grid: Highroad Winds (or Mounted Assault)
Dressphere: Gunner (Rikku start as Mascot to apply Power Eraser)
Accessories: Speed Bracer (other slot does not matter but if you want Rabite's Foot to be safe, sure)
*An extra step I took was switching the Trigger button from RB to RT. I felt my FPS trigger finger was much quicker that way.
