How to unlock the FFX-2: Gambler's Dream achievement in FINAL FANTASY X/X-2 HD Remaster - Definitive Guide
You need to obtain the Lady Luck dress sphere in order to get this achievement. This can be unlocked by beating Shinra in the Sphere Break tournament in Luca in Chapter 3. If you fail to win the tournament, you can try to unlock it again in chapter 5.
Once you have Lady Luck, set "Two Dice" as your next ability to learn - it only takes 20AP. Once unlocked, keep rolling Two Dice until you get matching dice - it only took me 4-5 tries. If you get this and it fails to pop, save and reset your game from the home screen. Achievements on this remaster seem to be buggy if you have turned off the Xbox without resetting the game, or if you switch to another app and back to the game. Good Luck!

A cheap trick to beat the harder opponents including Shinra for the dressphere is to press the guide button on the pad. This will give you as long as you want to work out your move and keep your echo bonus up.

Gambler's Dice is learned with the Lady Luck dress sphere, which is obtained by winning the Sphere Break Tournament in Luca in Chapter 3.
This achievement is entirely random. Just keep throwing Four Dice (Two Dice doesn't count) until you have all four turn up the same number.
Update: OnexWingxAngelx said the achievement fired with Two Dice. This did not happen for me when I rolled doubles, but perhaps the achievement is a bit wonky.
