As a foreword, this is one of the requirements towards the 100% in FFX-2 so if you going for that achievement you will get this along the way.
There are four times you will have to endure Maechen in the game, I say endure because these scenes are long, and you cannot skip any of the dialogues so hesitate on hitting that A button. Now if you enjoy lore that's great but he really rambles on.
During Chapter 1 at Youth League Headquarters at Mushroom Rock Road after talking to Lucil you can talk to him, you will have pop ups DO NOT touch the controller at all until at the very end he asks to shake your hand and MAKE SURE to accept (This is around 4-5 minutes, it takes an eternity).
During Chapter 3 In your re entrance to LeBlanc's headquarters he is there now in one of the back rooms, talk to him there.
At the end of Chapter 4 on the Airship after Yuna's concert (story related) you can find him on the airship bridge, talk to him there.
Almost immediately after that you go to Zanarkand and he will be there talk to him again, and that's where the achievement will pop.

A word of warning! I reached Chapter 5 and witnessed the chapter 5 Episode Complete in Zanarkand, before I then, saved and quit. Upon loading my save to speak to Maechen he had vanished! No matter how much I moved and came back or re-loaded he never re-appeared.
Luckily I had a save right at the start of chapter 5 so only lost about 10mins!
