Vegnagun is one of the final bosses of the game. It's a multi stage battle that leads to the final boss of the game.
You battle against it's tail, leg, body and finally it's head. Once you defeat every part, the achievement should pop.

Just an FYI for those that may run into a similar issue. I completed the game and started a New Game Plus but somehow this achievement still didn't pop. Apparently, this achievement among a few others in this game may be having a delayed pop so don't freak out. Not sure what the time frame is nor the specific requirements may be but this particular one popped 2 days and maybe 5 hours into the NG+ file for me... yay.
