I'm paraphrasing here since I just did this yesterday, but the information came from Auron402's fabulous Last Mission guide at this address:

If you're new to the game, I highly recommend that you check out his faq because it's wonderfully helpful.
The easiest place to get this achievement is on Floor 61. Before you get there, you'll need two Save Memos and three Secret Room folios. You can find both randomly throughout the game (I stole the Secret Room folios from Founder); just make sure that you have these five items in inventory before you hit Floor 61.
Don't forget to save on Floor 60 before you start (a natural save - not one of your memos).
On Floor 61, use Secret Room #1. If you land in a room with monsters, do a soft re-set and try again. Keep re-setting until you land in a room with a circle of stones. Destroy the stone in the middle.
Take the elevator back to Floor 61; use Save Memo #1.
Use Secret Room #2. Soft re-set until you land in a room with more stones, this time in the shape of an X. Again, break the stone in the center.
Take the elevator back to Floor 61; use Save Memo #2.
Use Secret Room #3. Re-set until you find more stones, now in the shape of a triangle. Break the stone in the center to create an elevator but ignore it. Instead, go to the next room that just opened up. You can pick up different folios in here, but the one you're after is the Copy Technique x 2. This is AMAZING because you can quickly max out your favorite dressphere. But it's not the achievement prize. You just don't want to miss it.
Keep going forward until you see a gold stone. Break it to be transported to the Tonberry Room. Here, you will have to kill four Mega Tonberries. Don't worry, they're not nearly as hard as the ones in the main game. Make sure that you are immune to Doom and have plenty of healing available (I used White Mage/Curaga). You can cast Doom on the Megas, but it's faster to just beat on them until they go down. Once the last one dies, the accessory Sniper Cuffs will appear in the little room north of where you are. As soon as you pick them up, the achievement will fire.

Great guide. The achievement popped for me after killing the third mega tonberry, though I did kill the little regular tonberry that appears with the big ones first, and I hadn’t picked up the item yet. Wonder if it just needs you to kill four of them regardless of which ones?
