How to unlock the FFX: Summon Master achievement in FINAL FANTASY X/X-2 HD Remaster - Definitive Guide
All but 3 of the Aeons are unlocked during the regular story. One bonus Aeon can be unlocked during the first trip the the calm lands, but to unlock the rest, you must have unlocked the ability to travel freely with the airship. Each of the "Extra" Aeons have an achievement for unlocking them as well.
1. Yojimbo. He can be unlocked as early as the calm lands on your pilgrimage. Right before the climb towards Mt. Gagazet from the calm lands (In the area where you fought Defender-X) there is a small path going downwards. Follow this to activate a cutscene talking about the cavern of the stolen fayth. Travel to the back of the cavern to find and fight Yojimbo. After he is defeated, you will be able to enter the fayth via the warp pad, to begin a haggling process. Counter his original offer with 125,001 gil. Counter his second offer with 125,002 gil. Then, finally, offer him 200,000 gil to obtain him.
***IMPORTANT*** if you want to use his "overdrive" attack later in the game for an instant kill of some of the more difficult bosses, be sure to choose "To defeat the most powerful enemies" when asked why you want his services!
2. Anima. **IMPORTANT** Please be sure to get these hidden treasures in your first playthrough of each cloister of trials. If you return once you gain access to the airship, you will need to fight a Dark Aeon to get in, which is incredibly difficult without max or near-maxed stats and the celestial weapons. There is a good guide for these hidden items in the "Feel the Pain" Achievement, and as it is a very involved process, I am just going to provide the link:
3. Magus Sisters - You must have obtained all the other aeons before unlocking the sisters. In order to open the door to get to their fayth, you will need to obtain two key items.
Item 1: Capture 1 of each fiend on Mt. Gagazet. This should be completed during your pilgrimage if you use weapons with the capture ability while progressing through the story. Return to the owner of the Monster Arena to get the reward.
Item 2: Once you have all the other aeons, head to the calm lands and ride a chocobo. Head near the entrance to the calm lands from the Macalania Woods, and click "A" on a large yellow feather to the right of the entrance from Macalania when facing out into the calm lands. This will take you to a smaller ledge. Get off your chocobo and head into the next area. Here, you will see a giant building. When you go inside, you will be able to fight each of the aeons you have unlocked by speaking to Belgemine. When you have fought them all, she will give you the Flower Scepter.
Once you have both items, go to the back of the temple Belgemine is in, and use them both on the shield blocking the door to the fayth and obtain the aeons.

Got all 3, used them all too, not popped, reset console. Still nothing. Any ideas?

Did you click the start/menu button on the game's icon while on the home screen, and select "quit" there? Several of the achievements required me to do this before they unlocked. It seemed this was required any time the game booted back up without starting at the title menu where you picked which game.
