How to unlock the Freshmaker achievement in FINAL FANTASY XII THE ZODIAC AGE - Definitive Guide
If anyone is having trouble spawning this guy, it's because you can't attack anything in the entirety of the Salikawood. Not just the Sun-dappled Path. Exit the Salikawood completely, then run all the way back holding .
As for the boss itself?
Level: 49
HP: 110,842
Do anything you can to counter Blind, Sleep, Confuse, Petrify, Poison, Disable, Immobilize, Slow and Sap. Using a combination of items and setting gambits like Black Belt and Dispel respectively. Other than statuses though, he's not too difficult if you're around the same level.

You forgot to mention that he only appears in a hunt quest called Carrot Stalk.

Carrot is the strongest Marlboro in the game and the target of the hunt "Carrot Stalk".
Once you have defeated Judge Bergen and got
go to Nalbina Fortress, head to the Aerodrome, and speak with Zammadria to get the hunt.
In preparation for the hunt:
1. Make sure that at least one person has Remedy Lore 1, 2 and 3
2. Buy some Chronos Tears, remedies, serums and phoenix downs. 20-30 of each should be more than enough, probably overkill. A few golden needles may be helpful too.
3. Get 2 power armlets + 1 Black Belt. Put the Black Belt on your white mage, the power armlets on the other 2 party members
4. Not essential, but it is helpful to have a second healer/support in the fight. If you have a white mage + another who knows heals, dispel and/or esuna you should be good to go
5. If you want a rough guide for when you attempt this, I did the hunt around level 40, just after I got to Balfonheim for the first time
Carrot can be found in the Sun-dappled Path of Salikawood. You must run straight to the objective without attacking anything along the way. If you do attack anything Carrot won't appear, so run out of Salikawood to reset and run back through. Either turn off all your gambits, or hold and run there.
When you arrive a Viera will come to help you. Now you can attack + kill anything nearby in this area, and I would advise you do otherwise the little critters can end up helping Carrot in the fight. Even when the fight starts, prioritise killing other nearby enemies first.
You want gambits for (not necessarily in this order):
1. Your character with remedy lore to use remedy on your healer.
2. Dispel on any enemy
3. Esuna on any ally
4. Phoenix down/revive on any ally
5. Stona on any ally + use golden needle on your character(s) with Stona
6. Cleanse on any ally + serum on any ally
This isn't a hard fight in terms of damage output, but it is hard because you are fighting against debuffs. Priority should be:
1. Dispel Carrot, otherwise he hits like a truck and you will not outheal it
2. Clear debuffs
3. Attacks
