How to unlock the Staggering achievement in FINAL FANTASY XIII-2 - Definitive Guide
Get monsters to Stagger 50 times. This does not have to be done consecutively and will unlock with normal game progress. The easiest way to power through this achievement is to set up your party with Noel as a Commando and Serah as a Ravager. This will drive the chain bar up and stagger the monster quickly.

Also if you hit the moogle clock in the Green Zone you will get a "Pre-Emptive strike" which will fill the stagger meter to the top and most enemies will be staggered in one it making this even easier.

This is a fairly easy trophy you will gain through just playing the game, as staggering happens a LOT and it's an extremely useful thing to do in the game, I'm not sure of the /exact/ number, but it's not too big nor is it too small, i.e 10-20.
In order to stagger an enemy, you have to fill up their chain gauge in battle, which is the yellow bar in the top right, it will go down as you do not attack so try to keep your attacks up on the enemy if possible, the classes that are the best and main ones for fulfilling chain gauges are Ravagers, but it'll run out quickly if a commander does not attack. What I do is attack with a Comm then switch to Ravager duo/trio and fill it up asap. Do this as many times as you can and it'll be yours.
A note for another easy way to fill up chain gauges and gain another trophy doing so;
Before you get into a battle, and you see the enemy running around, run up to the enemy and press so your character does an attack animation, if done successfully it'll say "Great" and initiate battle, this will cause a "preemptive strike", which will let your chars automatically hit first and filling up the enemies gauges halfway on attack which is very helpful for chain gauge filling, and if done a certain amount of times will reward you with the following;

The Quick Draw trophy in Final Fantasy XIII-2 worth 16 pointsPerformed a significant number of preemptive strikes.
You will need to stagger 50 enemies for this achievement. To stagger an enemy, simply fill their Stagger Meter by attacking. Magical attacks (Sab/Rav) will fill it faster, while direct attacks (Com) will decrease the rate at which it drains. Each enemy has its own unique percentage you'll need to reach before it gets staggered. You will likely get this in the first or second chapter; you'll stagger thousands of enemies before you're all done.

A significant number will be 50. You need to drive opponents into the Stagger 50 times (to completely fill the percentage scale in the upper right corner of the screen in battle, the easiest way to fill it is with the RAV-RAV paradigm, or COM-RAV, SABoteur with its debuffs can also speed up the process of stuffing a stagger by more difficult mobs).
