The first thing you will do following your run on the train. You'll use A and D (if on keyboard) to guide the Regalia through the course. The bar at the top is not damage, it is a timer/countdown. If you do hit anything be sure to quit out before reaching the end so you can simply retry.

Just a note it doesn't seem to matter if the the enemy ship's rockets hit you. Didn't physically make a difference to the Regalia. When I did hit one of the structures in the path, the damage was noticeable on the car as the back window had cracked so obviously I quickly closed the game then tried again.

The, Pants, Party
This section will be obvious when you come to it. You will need to use the 'A' and 'D' keys on your keyboard to move left and right respectively and dodge all obstacles. It doesn't matter if you get hit by the missiles, so don't swerve to avoid those and risk hitting something stationary - those are the only things that matter. You can tap the key on the keyboard to move slightly or hold it down to swerve quickly. Refer to the Chapter 9 video in the playlist linked in the roadmap on how to complete this.
